SUBJECT: CONSIDERATION OF PEDESTRIAN ACCESS TO THE STEVEN'S SQUARE
PARKING STRUCTURE
RECOMMENDATION
Pleasure of the Agency.
FISCAL IMPACT
The Agency had previously agreed to provide approximately $12,000
toward construction of a pedestrian connection bridge from the
Steven's Square parking structure along with private alley
improvements.
DISCUSSION
Councilman Potts at a regular meeting of the Redevelopment Agency
on April 5, 1993 requested that staff provide information on the
feasibility of constructing additional access to the Steven's
Square parking structure from E1 Camino Real. At present, the City
owns a small parcel at 450 El Camino Real which could be used for
additional access to the parking structure (see Site 1 - Exhibit
A) .
To date, the Agency/City has not adopted a specific policy
concerning disposition of its lot on E1 Camino. We have been
anticipating that the lot could be combined with adjoining property
for a specific development. Development of the City/Agency owned
lot into another access for the parking structure could present
problems. Any permanent accessway constructed would preclude major
reconstruction or development on the adjoining property at 460 E1
Camino Real owned by Una A. Poosey which lies between the Agency's
property and Jamestown village. Furthermore, an accessway at this
location could adversely affect the privacy of this adjoining
property that is at present a residential home.
It was for the above reasons that the Agency in November of 1991
approved a request from Mr. Lindquist for Agency financial
assistance in constructing a pedestrian connection bridge from the
park --ng structure to the rear of buildings along Main Street

including assistance in constructing improvements to the existing
private alley at the rear of buildings along Main Street.
Conceptual design for the proposed pedestrian bridge was even
completed (Exhibit B and C). This action was consistent with
recommendations of the Old Town Charette and the AIA Regional Urban
Design Assistance Team (R/UDAT) report.
Mr. and Mrs. Thompson, the owner of the building at the southwest
corner of Main and E1 Camino, have also indicated an interest in
working with Mr. Lindquist to place the pedestrian stairwell closer
to the northeast corner of the parking structure (Site 3 - Exhibit
A and Exhibit D)
A proposed pedestrian bridge in closer proximity ,to the corner of
E1 Camino and Main Street would benefit the Steven's Square
Association for the following reasons:
• It would reduce the current pedestrian use of the
automobile ramp to the 2nd floor of the structure which
should significantly reduce the liability risk to the
Steven's Square Association.
• If second floor parking was more accessible to businesses
in proximity of Main Street and E1 Camino, there would be
less opportunity for customers of these businesses to
park along "B" Street and in the Steven's Square
courtyard area.
• The proposed improvements would cost nothing to the
Steven's Square Association. The City would need to
commit approximately two of its assigned parking spaces
in the structure for the bridge. However, the
Association would have to permit an access easement to
permit construction of the bridge.
while there is a perception that the Agency actually owns the
second floor of the parking structure. The Agency actually has a
condominium interest in a portion of those spaces on the second
floor of the str,�:'_ur=_. No alteration of the parking structure
itself can be man_ without the approval of the Steven's Square
Association. Unfortunately to date the Steven's Square Association
has been unwillinc to support Mr. Lindquist's proposal and the
Agency's objectives in this matter.

Agency staff have recently gotten more directly involved in
interceding for Mr. Lindquist in January and February of this year
and met with Mr. David Gaon, the principle interest in the
Association in late March. Mr. Gaon travels extensively and is
currently out of the country. Upon his return, staff will be
proceeding with further discussions. At this time, we believe Site
2 would provide benefit to a larger number of businesses in Old
Town.
