HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT PEPPERTREE PARK SUMMER PROGRAM RECOMMENDATION: NEW BUSINESS N0. 1 3-3-93 1 Inter -Com {s i Approve the funding for a summer park program at Peppertree Park for summer 1993 as part of the 1993-94 Budget proposal as recommended by the Parks and Recreation Commission and the Community Services staff. FISCAL IMPACT: The cost to offer an additional summer park program is $2,900. This includes $2,500 for a Park Leader (36 hours per week x 10 weeks) and $400 for supplies and equipment. Currently, Magnolia Tree and Centennial Parks are staffed year 'round, Monday through Friday 3:00 P.M. - 5:00 p.m., and Saturdays 10:00 a.m. to 4:00 p.m. During the summer, parks have been staffed Monday through Saturday 10:00 a.m. to 4:00 p.m. for ten weeks. This year's program will run June 21 to August 28. Heideman and Currie Schools have summer programs planned for this year. These successful programs were developed in 1992 as part of the Community Improvement Partnership Program in an effort to improve living conditions in Southwest Tustin. In the pasta third site, Frontier Park, was staffed in the summer. While the money for the program was approved in the 1992/93 Budget, staff did not offer the program last summer due to the hiring freeze and poor attendance at the park. The Parks and Recreation Commission and staff are working with the neighbors of the Frontier Park area to evaluate their needs. On April 17, Volunteer Connection Day activities were held at Frontier Park. The City has not funded other park programs since 1979 due to - Proposition 13 budget cutbacks. Additional factors, reducing the need for after school programs in some neighborhoods, included the offering of extended day care at most Tustin Unified School District facilities and various youth day and activity camps offered. At the March 18 Parks and Recreation Commission Meeting, an Olde Towne resident requested a summer program at Peppertree Park. The request was prompted by the large numbers of unsupervised children in the neighborhood during the summer. Olde Towne residents presented a petition (Attachment A) to the Parks and Recreation Commission at the April 15 meeting requesting a Park Leader. Residents cited their concern for safety and the need for constructive recreation opportunities for the neighborhood children as well as those living in nearby motels. The petitioners said that there are no current summer programs that service this area of the city. The Park Leader position is in the current budget and is part of the 1993/94 Budget proposal. The position has been vacant because of the hiring freeze and the low attendance at Frontier Park. There is money in the current budget to buy necessary program supplies. Because of budget constraints, staff suggests that the Parks and Recreation Commission and the Youth Issues Committee assist in the development of a comprehensive needs assessment. The assessment would determine where and what types of programs should be provided for youth in the entire Tustin Area. The Youth Issues Committee has expressed an interest in reviewing programs for middle school -aged children. Both organizations are broad in scope and should combine resources. Results of the survey would help both bodies to recommend much needed programs by Summer 1994. Unless staff identifies additional funding sources and secures the same funding as in the past, alternatives for sharing or reallocating resources should be explored. Alternatives could include rotating programs each season, closing the Saturday programs and using the hours to provide an additional program or rotating special Saturday programs at all the City parks. SUNKARY: The Community Services Department offers year 'round park programs at Centennial and Magnolia Tree Parks. These programs enjoy good attendance and neighborhood support. Summer programs are proposed for Heideman and Currie Schools. With the need established through the petition provided by the Olde Towne residents, staff proposes a program for Peppertree Park be funded for summer 1993.
