SUBJECT: AWARD OF GRAFFITI REWARD
It is recommended that the City Council award a $250.00 reward to
Mr. Richard Bradley Dean for his actions leading to the arrest of
graffiti vandals out of non -departmental funds.
FISCAL IMPACT
The reward requested would appropriate $250.00 in non -departmental
funds.
BACKGROUND
Article 5, Chapter 7 of the Tustin City Code regulates the
occurrence of graffiti within the City of Tustin. Section 5708 of
that Code provides for the issuance of a reward to individuals
providing information resulting in the arrest of the individuals
responsible for the vandalism. On February 1, 1993, the Tustin
City Council formally established a graffiti reward amount of
$250.00 to encourage individuals to provide information to the
police leading to the arrest of graffiti vandals in the City.
On March 10, 1993, Mr. Dean was in the vicinity of Tustin Memorial
Hospital when he observed two individuals spray painting a City
traffic sign. while driving his vehicle to report the incident,
Mr. Dean again spotted the vandals. He followed the two for some
time while looking for an opportunity to alert the police. When
the two evaded Mr. Dean, he immediately stopped to phone the police
and reported the incident. Later, Mr. Dean spotted a police
officer whom he stopped to determine the outcome of his report.
Upon learning that the vandals had been arrested, Mr. Dean
voluntarily provided a sworn statement at the Police Department
that should lead to the conviction of the vandals.
-- Mr. Dean's report and willingness to assist the Tustin Police
Department directly resulted in the arrest and potential conviction
of two graffiti vandals. Consequently, staff believes that Mr.
City Council Report

Dean has fulfilled the requirements set forth in Tustin City Code
Section 5708. Therefore, staff recommends that Council award a
reward of $250.00 to Mr. Dean for his assistance in this matter.
