The City Council has requested updates on the progress of the -preparation of the Master Plan and working drawings and bid >pecifications for the Sports Park. This progress is documented below. Based on these comments, it appears that there is a potential for additional unanticipated costs for the project which could result in significant cost overruns beyond the City's original budget estimates for the project. Improvements that we are concerned about include the following: Addition of a large transformer and pad. Irvine Ranch Water District (IRWD) may require a booster pump for the irrigation system. Addition of fire sprinklers and fire hydrant to serve the site structures. Civil corrections increase the scope of work anticipated for the storm drain system. A jogging track, and related lighting requested by the Planning Commission may add costs. Additional preliminary estimates on the overall building design does seem to indicate that the overall design may be more expensive than originally anticipated. Based on significant cost issues that have surfaced at this time, staff has directed the Architect to prepare and evaluate in more detail a cost estimate for the project, including potential construction alternatives or design prior to proceeding any further in final design. Preparation of a revised construction estimate as well as negotiation with outside agencies such as IRWD can be estimated to add approximately 30 days to the schedule. The Parks and Recreation Commission reviewed the project designs on April 15, 1993. The Commission approved the design and will review revised playground schemes at the May 20, 1993 meeting. Upon resolution of cost issues, the Planning Commission will review the final design for the project, and consider a Conditional Use Permit for the tennis court lighting project.
