APPROVAL OF MINUTES - APRIL 19, 1993 REGULAR MEETING Recommendation: Approve the Redevelopment Agency Minutes of April 19, 1993. 4. APPROVAL OF DEMANDS Recommendation: Approve Demands in the amount of $254,297.41. 5. TRANSFERS OF REDEVELOPMENT AGENCY TAX ALLOCATION FUNDS TO THE COUNTY EDUCATIONAL REVENUE ALLOCATION FUND (ERAF) SB 844 modified certain sections of the State's Budget Act of 1992 regarding a one- time shift of Redevelopment Agency tax increment for 1992-93 to a newly created County Educational Revenue Allocation Fund. Cities, counties and special districts are permanently losing $1.1 billion from their property tax base to back -fill lost revenues to schools. Recommendation: Authorize the Redevelopment Agency Treasurer to return current year tax increment, $327,810.97 from the South Central Project Area and $370,940.94 from the Town Center Project Area, to the County of Orange for deposit in the County (ERAF) in compliance with Chapter 700 (SB 844), Statutes of 1992, the 1992 Budget Act for the State of California as recommended by the Treasurer of the Tustin Community Redevelopment Agency. 6. SELECTION OF CHAIRPERSON AND CHAIRPERSON PRO TEM The Redevelopment Agency is required to formally select those members of the Agency who will serve as Chairperson and Chairperson Pro Tem. Recommendation: Pleasure of the Redevelopment Agency. 7. APPROVAL OF BANKING SERVICES PROPOSAL At their meeting of February 16, 1993, the City/Agency approved the Request for Proposal developed and recommended by the City's Audit Committee. Recommendation: Authorize the Agency Treasurer to enter into an agreement with First Interstate Bank of Tustin to provide banking services for a three year period beginning approximately June 1, 1993 through May 31, 1996 as recommended by the Treasurer of the Redevelopment Agency. AUTHORIZATION R PURCHASE AND REFURBISF VT OF FURNISHINGS FOR PHASE II OF THE �_ ✓IC CENTER PROJECT At a regular meeting of the Redevelopment Agency on March 1, 1993, the Agency authorized participation in the County of Orange's Cooperative Purchasing Program for Steelcase Avenir Product and accessory Steelcase Products for Phase 11 of the Civic Center Project. Recommendation: Approve the purchase and refurbishment of furniture under the County Cooperative Purchasing Program in the amount of $308,586.00 as previously authorized by the Agency on March 1, 1993, as recommended by the Community Development Department. 9. REQUEST FOR AGENCY FINDING OF BENEFIT Redevelopment law requires the use of any Redevelopment Project Area tax increment to be used only within the project boundaries. However, Section 33334.2(g) of the California Community Redevelopment law provides an exception to this rule when the local agency makes a finding that use of these funds, outside of the Project Area, constitutes a benefit to the Project Area. Recommendation: Adopt the following Resolution No. RDA 93-7 so that housing set-aside funds allocated to the South Central Project Area may be used outside the boundaries of the Project Area for the purpose of increasing, improving, and preserving the community's supply of low and moderate income housing as recommended by the Community Development Department: RESOLUTION NO. RDA 93-7 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE USE OF TAXES ALLOCATED FROM THE SOUTH CENTRAL PROJECT AREA FOR THE PURPOSE OF INCREASING, IMPROVING AND PRESERVING HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT 10. OTHER BUSINESS 11. ADJOURNMENT The next regular meeting of the Redevelopment Agency is scheduled for Monday, May 17, 1993, 7:00 p.m., at the Tustin Area Senior Center.
