To establish a temporary haunted house use within an existing 15,694 square -foot
tenant space in the Tustin Market Place.
This project is categorically exempt (Class 1) pursuant to Section 15301 of the
California Environmental Quality Act.
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 15-007
approving Conditional Use Permit (CUP) 2015-07 authorizing a temporary haunted
house use within an existing 15,694 square -foot tenant space located at 2856 El
Camino Real.
The public hearing was opened at 10:42 a.m.
The Zoning Administrator stated she had reviewed the staff report and conditions of
approval and had no concerns at this time. She asked the applicants if they had
any concerns with the ZAA, which they did not.

To install and operate a temporary groundwater pump and soil vapor extractio
remediation treatment system within the parking lot of a service station at 1387
Red Hill Avenue. i
This project is categorically exempt (Class 30) pursuant to Section 15330 of the
California Environmental Quality Act.
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 15-008
approving Condonal Use Permit (CUP) 2015-08 to install and operate a
temporary groundwater pump and soil vapor extraction remediation treatment
system within the parking lot of the property located at 13872 Red Hill Avenue.
The Zoning Administrator stated she had reviewed the staff report and conditions of
approval and had no concerns at this time. She asked the representatives if they
had any concerns with the ZAA, which they did have comments.
Representatives of Circle K Stores, Inc., Matt Livingston and Ken Hamilton, made
comments with regard to the staff report. The term "groundwater pump and
treatment system" should actually be "ozone sparging" (both terms are referenced
in the report). Also, on Page 3, the report references one (1) parking space would
be used, but it should read two -and -one-half (2.5) parking spaces would be used.
Staff to make changes to the ZAA. They also had a question on the 60 decibel
sound requirement and where the reading was collected from.
In response to the representatives comments, the Zoning Administrator stated the
modifications would be made to the ZAA. As per the sound requirement reading,
Binsack stated the information is gathered from commercial establishment on the
premises (outside of the facility). She stated the equipment would have to be
baffled.

The date of the next meeting of the Zoning Administrator will be scheduled when
items are set for hearing.
