TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/WATER DIVISION SUBJECT: AWARD OF CONTRACT FOR CONSULTING SERVICES - WATER MAINS ON NEWPORT AND WARREN AVENUES RECOMMENDATION: That the Tustin City Council, at their regular meeting of April 19, 1993, authorize the Mayor to execute a professional services agreement with the firm of Barrett Consulting Group, 1322 Bell Avenue, Suite I -A, Tustin CA 92680, to prepare plans, specifications, and provide geotechnical, topographic and surveying work for the above project. FISCAL IMPACT: • Amount of this contract - $89,710 • Current amount budgeted - $130,000 • Total estimated project cost - $1,862,000 • Balance to be funded by bond proceeds BACKGROUND: This project consists of replacing a deteriorating 16 -inch rivetted steel main (installed in 1907) in Newport Avenue from north of Foothill Boulevard to south of Warren Avenue, and the installation of a new main in Warren Avenue from Holt Avenue to Newport Avenue. These lines will tie into the existing water system mains and reservoirs, and will interconnect with the City's pressure zones. Request for proposals were solicited on March 1, 1993, from four consulting engineering firms to perform the work as noted above. Proposals were received on March 23, 1993, from those firms as follows: DGA Consultants, Inc. Williamson & Schmid Nolte and Associates Barrett Consulting Group DISCUSSION: The proposals have been evaluated by staff on the basis of demonstrated competence, professional qualifications necessary for the satisfactory performance of the required work, and familiarity and prior experience with providing the requested services. An outline of the Proposal Evaluation Summary is attached.
