HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT CONSENT CALENDAR NO. 11 4-19-93 Inter -Com - SUBJECT: CERTIFIED LOCAL GOVERNMENT 1993 GRANT APPLICATION It is recommended that the City Council adopt Resolution No. 93-43 approving the following actions: 1. Approve the filing of an application to the Office of Historic Preservation for a Certified Local Government grant to be used for seismic rehabilitation projects, and training and education; 2. Appoint the Assistant City Manager or her authorized representative as the agent of the City to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the application Z or the grant; 3. Agree that all required local matching funds or in-kind services be provided by the City for the proposed project. FISCAL IMPACT The proposed grant request of $21,620.00 would require a contribution of in-kind services estimated at $11,296.00. BACKGROUND Each year federal National Park Service funds are made available as grants to local agencies for the purpose of fostering historic preservation within their communities. A certain percentage of these monies are earmarked for communities recognized for their preservation efforts as Certified Local Governments (CLG). Approximately $100,000.00 in funds are estimated in 1993. Tustin has been recognized as a CLG since July 31, 1991, and is eligible to compete for this year's grant awards. For the 1992 grant funding year, Tustin was awarded $7,500 for the production of an educational video focusing on the City's Old Town area which is currently in production. City Council Report Page 2 The State Office of Historic Preservation (OHP) administers the program for the National Park Service. The State requires applicants to provide a 40% "fair share" matching fund indicating significant community support for the proposed project. Matching funds can take the form of cash contributions or in-kind services. This year's application proposes the sole use of in-kind services including all City personnel salary, overhead, telephone, supplies, and other costs associated with administration of the project. No additional General Fund allocation is required to fulfill the matching share requirement. Projects must evidence benefit to the community and its historic resources, receive Council support and clearly indicate the agency's ability to provide administrative support for the project. Funds may be used for a number of activities including the preparation of historic and cultural resource surveys, nominations to the National Register of Historic Places, training and education, and other projects. Projects ineligible for funding include construction or property acquisition proposals, restoration work, and interpretive displays. 1993 CLG GRANT APPLICATION - PROJECT DESCRIPTIONS SEISMIC RETROFIT ACTIVITIES The Old Town area of the City has a number of masonry historic buildings built during the first quarter of the century. Generally, these structures are not adequately reinforced to make them safe in the event of a major earthquake. One of the eligible uses of the CLG Grant funds is architectural/engineering plans and specifications. According to the list of CLG Grant awards for 1992, a number of jurisdictions received funding for seismic engineering work similar to that which is needed for the buildings in Tustin's Old Town. For the 1993 CLG Grant application, Tustin is requesting $20,000.00 to provide funds to the owners of historic commercial properties for architectural and engineering design costs associated with seismic retrofit activities. These costs may be reimbursed to the property owner, or other entity carrying out the work, by the City at 100% of the actual cost. All design costs above and beyond the City's share will be absorbed by the owner; however, the owner may request additional funding from the CDBG Commercial Rehabilitation Program. In addition, the City of Tustin Redevelopment Agency may also make available on a limited basis additional funding for engineering services for seismic retrofit activities. Discussion is being met through the City staff and the waiver of fees. A project budget is During the past several years, Tustin has received Community Development Block Grant (CDBG) funds designated for a Commercia_ Rehabilitation Program. The bulk of the monies appropriated to this highly successful program have been used to reimburse building owners for a portion of the cost of structura_ design work for seismic retrofitting. To date, five build-ngs have been structurally upgraded; however, three additional buildings are still in need of structural rehabilitation work. The Commur.-ty Development Department staff has recently been notified tat for the 1993-94 CDBG funding year, it has been recommended to the Orange County Board of Supervisors that our Commercial Rehabilitation Program request be appropriated only $10,000.00. Staff is in the process of requesting additional funds for :he rehab program, however, the outcome of our CDBG funding requests are not known at this time. Due to the high cost of performing required seismic work, staff believes that additional monies are needed to accomplish the task cf making the building seismically safe. Further, this project will benefit the building owners by helping to upgrade historic commercial structures in Old Town, enhancing the ecenoc.-c viability of the area's unique buildings, and encouraging the retention of existing businesses. TRAINING AND EDUCATION Instructicns for tie 1993 Grant application state that the costs of travel, tuition and expenses to one or more of the conferences or workshops satisfying the CLG training requirements should be included in our grant application and budget prc-osal. The City of Tustin application includes a request _..r $1,620.00 to enable one staff member and two Cultural Resources District Committee members to attend the California Preservation Foundation Annual Conference, to be held in Ncrthern California, and one staff member to attend the State 2ffice of Historic Preservation CLG Workshop, to be held in Sacramento. A budget proposal is attached as Exhibit 2. The 4,= matching funds requirement would be met through the proposed use of General Fund monies to be included in the 1993-94 C__y budget. City Council Report Page 4 As a Certified Local Government, the City of Tustin is offic-ally recognized as having a local historic preservation program and is eligible to apply for grants to assist in the development cf the program. The use of grant funds for the seismic retrofitting of historic buildings, and education and training in hie=oric preservation -related topics for staff and Cultural Resources Committee members, would contribute to this program and benef_Z the entire community. The Assistant City Manager and Director of Community Development (Christine Shingleton), Senior Planner (Dana Ogdon) and other department staff have significant experience in administering numerous CLG and other -Federally grant funded projects. In addition, the project will be referred to ie City of Tustin Cultural Resources Committee and City Council to ensure consistency with the community's historic preservation goals. NOW THEREFORE, BE IT RESOLVED that the City Co,.:ncil: 1.
