A C T I O N A G E N D A TUSTIN PLANNING COMMISSION REGULAR MEETING APRIL 12, 1993 CALL TO ORDER: 7:07 p.m., Tustin Senior Center PLEDGE OF ALLEGIANCE/INVOCATION REPORTS NO. 1 4-19-93 ROLL CALL: Present: Kasalek, Baker, Butler, Stracker and Weil Absent: None PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda.) At this time members of the public may address the Commission regarding any items not on the agenda and within the subject matter jurisdiction of the Commission (NO action can be taken off -agenda items unless authorized by law). Minutes of the March 22, 1993 Planning Commission meeting. Commissioner Weil moved. Baker seconded to approve the Consent Calendar. Motion carried 5-0. Use Determination 93-002 and Design Review 92-054 APPLICANT:: WAYNE C. SIU, AIA 145 WEST FIRST STREET TUSTIN, CALIFORNIA 92680 LOCATION: 145 WEST FIRST STREET ZONING: COMMERCIAL - PRIMARY USE, FIRST STREET SPECIFIC PLAN ENVIRONMENTAL STATUS: THIS PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT (CLASS O1) PURSUANT TO SECTION 15301 OF THE CALIFORNIA EQUALITY ACT (CEQA) REQUEST: 1) TO DETERMINE THAT ARCHITECTS OFFICES ARE A PERMITTED SECONDARY USE WITHIN PLANNING UNIT 1 OF SUBAREA 2 OF THE FIRST STREET SPECIFIC PLAN 2) TO APPROVE A DESIGN REVIEW FOR A 240 SQUARE FOOT ADDITION TO THE EXISTING COMMERCIAL BUILDING AT 145 WEST FIRST STREET. Planning Commission Action Agenda April 12, 1993 Page 3 Recommendation - It is recommended that the Planning Commission take the following actions: 1. Determine by Minute Motion whether architects offices should be a permitted secondary use within Planning Unit 1 of Subarea 2 of the First Street Specific Plan; and 2. Approve Design Review 92-054 by adopting Resolution No. 3134, as submitted or revised. Presentation: Scott Reekstin, Assistant Planner Commissioner Weil moved, Stracker seconded to approve by Minute Order that architect offices be permitted as a secondary use within Planning Unit 1 of Subarea 2 of the First Street Specific Plan. Motion carried 5-0. Commissioner Weil moved, Baker seconded to approve Design Review 92-054 by adopting Resolution No. 3134 as submitted. Motion carried 5-0. 5. General Plan Annual Report 1992-93 Recommendation - It is recommended that the Planning Commission review the General Plan Annual Report 1992-93 and authorize staff to forward the report to the City Council for their consideration. Presentation: Anne Bonner, Associate Planner Commissioner Strecker moved, Butler seconded to forward this report to the City Council for their consideration. Motion carried 5-0. 6. Moulton Parkway Super Street - Environmental Impact Report Commissioner Butler moved, Weil seconded to receive and file this report.Motion carried 5-0. STAFF CONCERNS: 7. Report on actions taken at April 5. 1993 City Council meeting Staff reported on the subject agenda. The Commissioners were advised of a Task Force meeting to be held Thursday, April 22nd at Irvine at 7:00 p.m., followed by a Community Workshop on Saturday, April 24th at 9:00 a.m. A Beautification Committee meeting will be held at 6:00 p.m. at the Senior Center on Wednesday, April 14th. Planning Commission Action Agenda April 12, 1993 Page 4 CONCERNS: Commissioner Weil - Concerned about the Commuter Rail submittal and project design. She inquired if there had been a location chosen as yet. Staff reported that OCTA will reserve the grant allocation for the City of Tustin until a site is selected. - Inquired as to why the City Council was concerned about satellite dish guidelines. Staff reported that due to the recent deregulation of the cable industry, coupled with the rising costs of cable service, that Councilman Potts appeared to be concerned about the possibility of satellite dishes being used more prevalently. - Commissioner Weil discussed some background on the Coalition of Regional Airport Solutions, of which she is a member, and encouraged the Commissioners to join. She expressed her delight that the City had renewed membership in this group. Commissioner Stracker - Inquired as to what was known concerning future plans in the Tustin Market Place. Staff responded that although nothing had been officially known, the Director has heard that the access point on East Drive was being looked at and that the Edwards Theaters were seeking to expand. Commissioner Baker - Inquired about the East Tustin area, particularly the site at Irvine/Jamboree. Staff reported that they believed that property was sold and/or in a final transaction stage. Planning Commission Action Agenda April 12, 1993 Page 5 Commissioner Butler - Stated that he is pleased with the recapping of the minutes of the City Council with the new type style since it is easier to read. Commissioner Kasalek =`= ADJOURNMENT: Commissioner Weil moved, Baker seconded to adjourn the meeting at 7:55 p.m. Motion carried 5-0. The next regular meeting of the Planning Commission is on April 26, 1993 at 7:00 p.m. at the Tustin Senior Center, 200 S. "C" Street, Tustin.
