Approve plans and specifications and authorize advertisements for
bids for Columbus Tustin Park Phase 2B; construction of the
Gymnasium.
The preliminary cost estimate for construction of Columbus Tustin
Gymnasium is $1.8 million. Included in the 1992/93 Redevelopment
Agency budget, the entire cost of the project including design,
project management, fixed equipment, and a contingency fund is
$2,533,100.
BACKGROUND'
Acquisition and development of Columbus Tustin Park began in the
19701s. In 1982 a Citizen's Task Force was formed to work with
City Staff and Recreation Systems Incorporated (RSI), the project
consultant, to develop a master plan for completion of Columbus
Tustin Park. Upon recommendation of the Task Force, City Council
directed that the park site be used for a gymnasium, picnic area,
tot lot and expanded parking lot.
The Task Force was reconvened in December 1987 to review plans and
recommend to Council that the project be completed in two phases.
Phase 2A included the picnic area, tot lot, expansion of the
parking lot and necessary storm drain improvements. Phase 2A was
completed in April 1992 at a cost of $819,000.
Design Review of the gymnasium site and floor plans was held at the
July 16, 1992 Parks and Recreation Commission meeting. The
architect and staff presented a design for the gymnasium using
basic elements developed by the original Columbus Tustin Task
Force. In addition, staff surveyed city owned gymnasiums in orange
County to gather information regarding fees, operations and
maintenance concerns. The Commission scheduled the Task Force to
reconvene on July 28'for further design review.
Representatives from the Commission, School District, Boys and
Girls Club, Tustin Child Care Coalition, as well as community
members, various youth group leaders, contract class instructors
and City staff attended the Task Force meeting. The Task Force
approved the design of the building. Recommendations from the Task
Force were included in the facility design.
on August 24, 1992 the Planning Commission adopted a resolution
approving the Conditional Use Permit for the facility. The
Planning Commission also recommended that the Redevelopment Agency
approve the Design Review authorizing construction for the
gymnasium and related site improvements. On September 8, City
Council adopted the recommendations of the Community Development
Department and authorized commencement of working drawings. Then
on March 18, the Parks and Recreation Commission approved a
recommendation to advertise for bids.
DISCUSSION:
Plan check for Columbus Tustin Gymnasium working drawings is 75%
complete. Staff recommends advertising for bids now in order to
take advantage of favorable market conditions. Any corrections to
the bid set documents will be dealt with through addendums. The
tentative project time line follows:
Council authorizes advertisement for bids April 5, 1993
Bid opening May 19, 1993
Council awards contract June 7, 1993
Notice to proceed June 28, 1993
Substantial completion July 1, 1994
Council will be notified when a ground breaking photo opportunity
is scheduled. Staff will continue to update Council as the project
progresses.

NOTICE OF INVITING BIDS
COLUMBUS TUSTIN PARK GYMNASIUM
PROJECT NO. 590400-999-9530-400029
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of
Tustin, California for furnishing all plant, labor services, materials, tools, equipment, supplies,
transportation, utilities and all other items and facilities necessary therefore, as reasonably
inferable from the contract documents, for Columbus Tustin Park Gymnasium Project No.
590400-999-9530-400029 together with appurtenances thereto, in strict accordance with
the plans and specifications on file at the office of the City Clerk, 15222 Del Amo Avenue,
Tustin, California, 92680.
DATE OF OPENING BIDS: Bids will be received at the City Clerk Conference Room of the City
of Tustin located at Tustin, California, until 2:00 p.m. on Wednesday, May 19, 1993, at
which time and place bids will be publicly opened and read aloud. Bids shall be submitted in
sealed envelopes marked on the outside, BIDS FOR COLUMBUS TUSTINPARK GYMNASIUM

LOCATION OF THE WORK: The work to be performed hereunder is located in the City of
Tustin, County of Orange, at 14652 North Prospect Avenue.
DESCRIPTION OF WORK: The work consists of a type V, 1 hour, 15,838 -square -foot
gymnasium building, related site work, repairs to adjacent streets, and the adjacent site due
to utility work. The building is fully sprinklered. Exterior walls are concrete masonry, roof is
wood frame except the gym which is steel trusses, purlins, and decking.
COMPLETION OF WORK: All work is to be substantially complete in a total of three hundred
and sixty-five (365) calendar days from the date specified in the Notice to Proceed.
AWARD OF CONTRACT: The Tustin Community Redevelopment Agency reserves the right,
after opening bids, to reject any or all bids, to waive any informality in a bid, to make awards
in the interest of the Tustin Community Redevelopment Agency and to reject all other bids.
No bidder may withdraw a bid for a period of thirty (30) days after the date set for the
opening thereof. Prior to bid opening, bidder may withdraw a bid. Bids received after the bid
opening time and dates herein will be returned unopened.
BID PROPOSALS GUARANTEE AND BONDS: In conformance with Section 37931 of the
Government Code, all bids shall be presented under sealed cover on the proposal form
provided and each bid shall be accompanied by cash, certified check, cashier's check, or by
a corporate security bond by an accredited surety on the form furnished by the Tustin
_ Community Redevelopment Agency as guarantee that the bidder will, if an award is made to
a bidder in accordance with the terms of this bidder's bid, promptly secure Workers'
Compensation insurance and liability insurance, execute a contract in the required form and
furnish satisfactory bonds for the faithful performance of the contract and for the payment
of claims of material supplier and laborers thereunder. Said check or bidder's bond shall be

in an amount of not less than twelve percent (12°x) of the amount of the bid. The Faithful
Performance Bond shall be not less than one hundred percent (100°x) of the total amount of
the bid price named in the contract. The Labor and Materials Bond shall be not less than one
hundred percent (100%) of the total amount of the bid price named in the contract. only
bonds issued by companies which are rated "A-" or better and Class II or better by the latest
edition of "The Best Key Rating Guide to Property Casualty Companies," will be accepted.
Failure to submit acceptable bonds will be cause of rejection of bid.
PREVAILING RATES OF WAGES: In accordance with the provisions of Section 1773 of the
California Labor Code, the general prevailing rates of per them wages and holiday and
overtime work in the locality in which the work is to be performed has been obtained by the
City of Tustin City Council from the Director of the Department of Industrial Relations, a copy
of which is on file in the office of the City Engineer of the City of Tustin and will be made
available to any interested party upon request. The contractor and any subcontractor under
the contractor shall pay not less than the specified prevailing rates of wages to all
workmen.employed in the execution of the contract.
LABOR REGULATIONS: The contractor shall comply with all the requirements of Section
1777.5 together will all other applicable requirements of the California Labor Code.
DRAWINGS AND SPECIFICATIONS: A full set of drawings and specifications is available for
inspection without charge at the office of the City Clerk, Tustin City Hall, 15222 Del Amo
Avenue, Tustin, California, 92680.
Complete sets of said plans, specifications,. and bid documents may be purchased from the
City of Tustin, 15222 Del Amo Avenue, Tustin, California, 92680. A non-refundable fee of
$100 will be charged for each set of documents. For the convenience of sub -bidders and
others interested, the Contract Documents may be examined after the first date of advertising

CONTRA( TQR'$ LICENSE REQUIREMENTS: On projects subject to Section 10164 of the
Public Contracts Code of the State of California (Federally -funded projects), prior to contract
award, the successful bidder must possess a valid State of California Contractor's License in
the classification of B. On all other projects, bidders must hold valid contractor's licenses at
the time of submitting their bid and the Tustin Community Redevelopment Agency must verify
before awarding the bid that the bidder was properly licensed when the bid was submitted.
If it is ascertained that the bidder was not duly licensed at the time of submittal, the bid shall
be deemed non-responsive and shall be rejected.
SECURITY FOR COMPLETION OF WORK: The contract documents call for monthly progress
payments based upon the engineer's estimate of the percentage of work completed. The
Tustin Community Redevelopment Agency will retain a portion of each progress payment as
security for completion of the balance of the work. At the request and expense of the
successful bidder, the Tustin Community Redevelopment Agency will pay the amount so
retained upon compliance with the requirements of California Public Contract Code Section
10261 and the provisions of the contract documents pertaining to "Substitution Securities."
PROJECT ADMINISTRATION: All questions relative to this project prior to opening bids shall
be directed in writing to Edward Elowe, Project Manager, c/o City of Tustin, Community
Development Department, 15222 Del Amo Avenue, Tustin, California.
