HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT CONSENT CALENDAR NO. 11 4-5-93 ,mac y`li.ia Inter -Com SUBJECT: REQUEST FOR FUNDING - REPLACEMENT OVEN COMMUNITY CENTER/CIVIC CENTER RENOVATION RECOMMENDATION: It is recommended that the City Council appropriate $1,500 from the Park Development Fund to purchase a replacement oven for the Community Center kitchen. FISCAL IMPACT: The maximum expenditure would be $1,500 from the Park Development Fund. BACKGROUND: The Clifton Miller Community Center is being renovated as part of the extensive Civic Center renovation. In an effort to save money the original plan was to reuse as much equipment as possible. The stove top burners and the warming oven were designated to be reinstalled as part of the construction contract. The project is progressing on schedule. The Project Manager has inspected and evaluated the kitchen equipment. The oven which is in poor condition, would probably have to be replaced shortly after rentals of the building began. He also found that the oven does not meet ADA standards. It would be less expensive to replace now because the installation is included as part of the construction contract. Money to fund the project could be appropriated from the Park Development Fund. Approximately $80,000 in the Park Development Fund is earmarked for projects in areas other than Tustin Ranch. These In Lieu Fees must be spent to benefit the area from which the fees were collected. Eight thousand dollars in fees has been collected from projects in the Town Center Area, which is more than enough revenue to cover the cost to purchase a new oven. According to State Law, In Lieu Fees may be used "for the purpose of developing new or rehabilitating existing park or recreation facilities to serve the subdivision." The Community Center, while serving the entire community, is located in this area. Using these fees for the rehabilitation of the Center would be an appropriate expenditure. The Project Manager will get bids to assure that the City is getting the best price. The Community Center should be completed in August and available for rentals October 15. U Susan M.
