SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY COMBINED TRANSPORTATION
FUNDING PROGRAMS
RECOMMENDATIONS:
It is recommended that the City Council, at their meeting of April 5,
1993, by resolution, request the Orange County Transportation Authority
(OCTA) to include an additional City of Tustin joint project in the
Fiscal Year 1993-94 five year combined Transportation Funding Programs
(CTFP).

None
BACKGROUND:
The City Council previously adopted Resolution No. 93-16 and Resolution
No. 93-26 approving the submittal of projects to the Orange County
Transportation Authority (OCTA) for the Combined Transportation Funding
Program (CTFP) call for projects for FY 1993-94 through FY 1997-98.
The City of Irvine has requested Tustin to adopt a resolution of support
for a joint cities project to complete the planning and design for a
Park and Ride Facility adjacent to the proposed North Irvine/Tustin
Commuter Rail Station. The implementation of the proposed Commuter Rail
Station and Park and Ride Facility construction and operation is subject
to resolvement of the following:
Availability of funding from each local agency. The total
proposed right-of-way and construction cost for the station is
$4-4.5 million. OCTA has provided $1.3 million through the
Measure M Funding Program.
° Mutual agreement between Irvine and Tustin on a station site.
Mutual agreement between Irvine and Tustin on the sharing of
on-going operational costs. It is estimated that the annual
operational costs will be $100,000.00
There are two site locations under consideration for the facility. One
being located northerly of the AT&SF Railroad tracks and westerly of
Harvard Avenue, within the City of Irvine and the second site being
located southerly of the AT&SF Railroad tracks and westerly of Harvard
Avenue in the City of Tustin.
The City of Irvine, as lead agency for this CTFP application i
requesting a $100,000.00 grant from the CTFP Transportation Demann
Management/Transportation System Management (TDM/TSM) Program and will
match it with $30,000.00 from its own fund.

RESOLUTION NO. 93-32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF PROJECT DESIGN
REQUEST OF NORTH IRVINE/TUSTIN COMMUTER RAIL
STATION/PARK-AND-RIDE FACILITY, TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the City of Tustin desires to implement jointly
with the City of Irvine, the transportation improvements
titled "Design of North Irvine/Tustin Commuter Rail Station/
Park -and -Ride Facility.
WHEREAS, the City of Tustin has been declared by the
Orange County Transportation Authority to meet the eligibility
requirements to receive Measure M "turnback" funds;
WHEREAS, the City's Circulation Element is consistent
with the County of Orange Master Plan of Arterial Highways;
WHEREAS, the City of Irvine will provide matching funds
for this project as required by the Orange County Combined
Transportation Funding Program Procedures Manual;
WHEREAS, the Orange County Transportation Authority
intends to allocate funds for transportation improvement
projects within the incorporated Cities and the County;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
Section 1. The City Council of the City of Tustin hereby
requests the Orange County Transportation Authority allocate
funds in the amounts specified in the City of Irvine's
application to said authority from the Combined Transportation
Funding Programs. Said funds shall be matched by funds from
the City of Irvine as required and shall be used to aid both
Cities in the requested improvement.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, held on the 5th day of April
1993.
