RECOMMENDATIONS:
That the Tustin City Council, at their meeting of April 5, 1993,
introduce the attached ordinance with Exhibit "A" which amends previous
Ordinance No. 999 Exhibit "A".
Fiscal Impact•
None
On January 4, 1988, the Tustin City Council adopted Ordinance No. 999 by
second reading, which granted to the San Diego Pipeline Company a non-
exclusive franchise to construct, maintain and operate pipelines within
certain public roads, streets and ways. This Ordinance became effective
on February 4, 1988.
DISCUSSION•
Exhibit "A" of Ordinance No. 999 described the general route of said
pipelines within certain public roads, streets and ways of the City of
Tustin. The San Diego Pipeline Company has prepared a new Exhibit "A"
which more precisely describes the routes of said pipelines and has
requested that this new Exhibit "A" be incorporated into Ordinance No.
999.
City staff has reviewed the revised Exhibit "A" and recommends the
approval of same by the introduction of the attached ordinance which
amends the previous Ordinance No. 999 Exhibit "A".
All other provisions of Ordinance No. 999 will remain in full force and
effect as originally stated.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING EXHIBIT "A"
(DESCRIPTION OF PIPELINE ROUTE) OF ORDINANCE
NO. 999 OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA GRANTING A FRANCHISE TO SAN
DIEGO PIPELINE COMPANY TO CONSTRUCT, MAINTAIN
AND OPERATE PIPELINES WITHIN CERTAIN PUBLIC
ROADS, STREETS AND WAYS OF THE CITY OF TUSTIN,
CALIFORNIA.
WHEREAS, City of Tustin adopted its Ordinance No. 999 on
January 4, 1988, which granted a franchise to San Diego Pipeline
Company to construct, maintain and operate pipelines within certain
public roads, streets and ways of the City of Tustin, California;
and
WHEREAS, Exhibit "A" of said Ordinance No. 999 set forth the
general route of said pipeline within certain public roads, streets
and ways of the City of Tustin; and
WHEREAS, a more precise description of the route of said
pipeline has now been prepared,
NOW, THEREFORE, the City Council of the City of Tustin ordain:
as follows:
1. Exhibit "A" of Ordinance 999 is hereby amended to read as
set forth in Exhibit "A" attached hereto and incorporated herein by
this reference.
2. All the other provisions of Ordinance No. 999 shall
remain in full force and effect as originally stated.
PASSED AND ADOPTED, at a regular meeting of the City Council
for the City of Tustin on this day of , 1993.

EXHIBIT "A" TO FRANCHISE
NO. 999
REVISED - DECEMBER 15, 1992
The Franchised pipeline route containing two pipelines traverses
in a general north to south direction. Two lines, a 10 -inch and
16 -inch enters the franchised area at the northside of Irvine
Blvd. near the intersection of Newport Avenue. Traversing, south
westerly along Newport Avenue, crossing E1 Modena Irvine Channel
No. 2, to continue encroachment of Newport Avenue crossing Holt
Avenue, First Street to intersect Bryan Avenue, thence within
Bryan Avenue traversing in a generally southeasterly crossing
Diamond Head Drive, Farmington Road, Browning Avenue to intersect
Tustin Ranch Road (Old Jamboree Road), an overall distance of
approx. 9.387 lineal feet for this area: Entering Tustin Ranch
Road to traverse southward crossing El Camino Real to intersect
Auto Center Drive an overall distance of approx. 1.561 lineal
feet for this area. The route continues by traversing within
Auto Center Drive southeasterly for approx. 806 lineal feet of
this area. Leaving the roadway and entering into privately owned
lands to reach a crossing of Orange County Flood Control
District's F07 Channel (O.C.F.C.D.) and Santa Ana Freeway, and
continuing southwesterly within other privately owned lands to
the eastline of Future Tustin Ranch Road, being approximately
1100+ lineal feet distance southeasterly of the intersection of
Santa Ana Freeway and Future Tustin Ranch Road, from this point
traversing southward within Future Ranch Road, crossing Walnut
Avenue, O.C.F.C.D. Channel #1 to intersect AT&SF R.R. R/W an
approx. distance of franchise areas totaling 1.547 lineal feet
for this area. At this point the 10 -inch line continues eastward
within the R.R. R/W. The 16 -inch line crosses the R.R. R/W to
enter Edinger Avenue traversing eastward to the vicinity of
O.C.F.C.D's Santa Ana - Santa Fe Channel #2 where this line
leaves the franchise area to enter the R.R. R/W of AT&SF an
approximate distance of 4.884 lineal feet of franchise area for
this section of the route.
The above described pipeline routing within City of Tustin
franchised areas is more definitively depicted on San Diego
Pipeline Company's "As Builts" construction drawings filed with
the City.
