SUBJECT. OPPOSITION TO THE POTENTIAL CLOSURE OF MCAS, EL TORO
RECOMMENDATION
It is recommended that the City Council formally declare their
opposition to the potential closure of MCAS, E1 Toro; and reconfirm
their opposition of any re -use as a commercial airport by adoption
of Resolution No. 93-29.
BACKGROUND/DISCUSSION
On March 12, 1993, Defense Secretary Aspin announced that MCAS, E1
Toro had been included on the list of base properties to be
considered by Congress for closure and realignment. With the news
of this announcement, many organizations and entities are now
rallying to support or oppose the potential closure. Additionally,
a variety of future re -use options for the base are also being
discussed. One of those suggestions put forth has historically
been unacceptable to the City of Tustin. As a participating member
of the Coalition for a Responsible Airport Solution (CRAS), the
City of Tustin has previously expressed formal opposition to the
use of the MCAS, E1 Toro for commercial aircraft. Resolution Nos.
88-65 and 91-122 were formally adopted on June 20, 1988, and
September 16, 1991, respectively, conveying Tustin's opposition to
any form of joint or full commercial airport use of MCAS, El Toro.
Specifically, the Council has stated that the increase in noise,
air and vehicle traffic, land use, and aesthetic impacts of a
commercial airport at the E1 Toro site would seriously degrade the
quality of life in the entire Saddleback region.
The direct economic impact to Orange County resulting from the
closure of MCAS E1 Toro is estimated to be $235.7 million annually.
This would be in addition to the $95.7 million loss annually that
has been projected in the closure of MCAS Tustin. It is also
estimated that Orange County has lost 48,700 jobs due to the
restructuring of the aerospace and defense industries, and 31,000
construction jobs due to the decline in housing starts. The local
economy has greatly suffered and additional layoffs are anticipated
in the short term as a result of further federal defense cuts and
the continuing real estate slump. The effect of the closure of

MCAS E1 Toro could potentially mean an increase in the jobless by
as many as 20,000 in Orange County alone through direct and
indirect projects that MCAS E1 Toro supports.
Additionally, the City has recently received three letters,
provided as Attachments A, B and C, from surrounding cities
concerning the issue of the closure of MCAS, El Toro. The
following summarizes the positions taken in this correspondence:
1. The first letter, received March 16, 1993, is from the City of
Irvine expressing that City's opposition to the closure of the
base and any potential use of the site for commercial
aircraft.
2. The second letter, received March 19, 1993, is from the City
of Newport Beach requesting Tustin's support for the use of
the base by commercial aircraft citing that this action would
be in the best interest of all of Orange County.
3. The third letter, received March 24, 1993, is from the City of
Lake Forest urging our support in their position to oppose the
closure of the base due to the direct short term impacts
associated with their City's loss of jobs and businesses.
In view of the recent closure announcement, it seems. appropriate
for the City Council to formally take a position on the closure as
well as any potential re -use of the property for a commercial
airport. Staff recommends that the City Council adopt Resolution
No. 93-29 which is attached for the Council's consideration and
includes a provision to direct staff to transmit a copy to all
pertinent parties.

Dear Mr. President:
It is with extreme urgency and concern as Mayor of the City of
Irvine that I express to you our City's uneg4ivocal oppositionAto
the recently reported possibility that E1 Toro Marine Corp
station in Orange county,_California, may be closed.
In your inaugural address you most eloquently stated your desire
to see vitality restored to California's economy. I know I need
not remind you that this is a necessary step in improving the
nation's economy, as a whole. Your position was strongly applauded
here in Irvine as a move in the right direction by your new
administration.
The Marine Base in orange County generates an estimated $1 billion
to our local economy. Cities such as Irvine, Tustin, LakeoF�ist
and all o£ Orange County tremendously benefit from our proximity
to this military installation. Needless to say, closure of E1 Toro
would produce a devastating blow to thousands of residents who rely
heavily on the Marine Base for their livelihoods.
Just as important to our local economy is the contribution E1 Toro
makes to our nation's defense. The Marine Corps plays an important
role in our country's defense posture. A role, I might add, made
more important with the collapse of communism in the former Soviet
Union. The aviation support provided by El Toro to the ground
Marines at Camp Pendleton is vital if the mission of the Corps is
to be preserved. Our community firmly believes that irretrievable
damage to the Marine Corps' ability to perform its mission would
occur if E1 Toro were to close.
our community has a long history of opposition to the closure or
conversion of E1 Toro to commercial and/or joint use. The Cit19Of
Irvine's support for the Marines is exemplified by
Memorandum of Understanding between the City and the Marines. This
Memorandum of Understanding ensures the successful operation of El
Toro as a military facility while protecting the welfare and safety
of the citizens of our country by ensuring that future development
surrounding the Base would be compatible with the military mission.

This position was again re-emphasized in a 1988 City Council
Resolution (attached) supporting the Marine Corps mission and
opposing commercialization and joint use of the facility.
Again, President Clinton, as Mayor of the City of Imine I want to
reinforce our City's strong opposition to any consideration for the
closure of E1 Toro Marine Corps Air station in Orange County,
California. We wholeheartedly support the military mission out of
E1 Toro and Orange county would suffer dramatically if the economic
benefits of the base were pulled out from under our community.

RESOLVE as follows:

As you may know, the City of Newport Beach has long believed that the closing of the El Toro Marine
Corps Air Station as a military base and its conversion to a commercial) airport is in the best interest of
all of Orange County. We believe that because the County's projected requirement for air
transportation in the year 2010 is 23 million air passengers per year. That figure contrasts with the
capacity now existing at John Wayne Airport of 8.4 million air passengers per year, and with the
further knowledge that even without constraints at John Wayne Airport the size of that facility simply
cannot meet our air transportation needs.
El Toro contains 4,700 acres of pro)lerty. It has an 8,000 foot runway and a 10,000 foot runway and is
well designed for use as a commercial airport. Further, it could immediately meet the needs of the civ
cargo carriers. There are many other advantages which will be delineated as time goes on. In the

cities. We further believe that our elected officials in Washington should negotiate with the Clinton
administration to effectuate a systematic closing of the base and a conversion to commercial
operations. It is our hope that you will join us in this effort and urge your Washington representatives
to act accordingly.
I should also state that we are extremely sensitive to the concerns of citizens and cities surrounding the
EI Toro base. Properly handled, those concerns should be alleviated and the citizens in those areas will
experience a huge noise reduction if military aircraft are replaced with civilian aircraft. The process
will be long and arduous but it can be accomplished. •

The City Council at its March 16, 1993, meeting adopted the enclosed
Resolution strongly opposing closure of the El Toro Marine Base.
The El Toro Marine Base is an integral part of our community. Many Lake
Forest citizens work at the base or have businesses which will be severely
impacted by this base closure. With the projected loss of 2,000 military -
related jobs immediately and a far greater number of associated jobs and
businesses, the short-term impact to the community will be tremendous. The
long-term impact of the base closure may be even greater should the
possibility of this becoming a commercial airport materialize. Additionally,
with the economic hardships which are already being suffe red throughout the
state and county, this base closure will have far-reaching impacts -

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LAKE FOREST,
CALIFORNIA, DECLARING STRONG
OPPOSITION TO THE POSSIBLE
CLOSURE OF EL TORO MARINE BASE
WHEREAS, Defense Secretary Les Aspin has announced that the El Toro
Marine Base is among those Bases being considered for
closure in 1997 and the El Toro Marine Helicopter Base at
Tustin is scheduled for closure in 1995; and
WHEREAS, The State of California is in the worst economic times since
the Great Depression with a 9.8 percent unemployment rate
and will sustain losses of more than $1 Billion should the
bases listed by Defense Secretary Aspin be approved through
loss of property and income taxes as well as sales tax; and
WHEREAS, The effect of these closures will mean an increase in the
jobless by as many as 20,000 in Orange County alone
through direct and indirect projects that the base supports;
and
WHEREAS, A reuse of the base could have dire social and economic
consequences to all of the cities immediately adjacent and
nearby the El Toro Marine Base.
WHEREAS, The City of Lake Forest is located immediately adjacent to
the El Toro Marine Base and comprised of primarily
residential dwellings; and
WHEREAS, The City of Lake Forest has demonstrated a deep concern for
the continuing use of the El Toro Marine Base and gone on
record opposing alternative use of the Marine Base for a
commercial airport through their membership in the Coalition
for a Responsible Airport Solution; and
WHEREAS, The City of Lake Forest is concerned with the welfare of its
citizens and those of the surrounding communities; and
NOW THEREFORE BE IT RESOLVED that the City of Lake Forest
express extreme urgency in strongly urging the President of
the United States, the Defense Secretary and the California
Delegation to delete from further consideration for closure
the El Toro Marine Base.
BE IT FURTHER RESOLVED that the City of Lake Forest hereby goes
on record as strongly opposed to the closure, sale or reuse of
the El Toro Marine Base due to the major social and
economic impacts to the community.

examining the feasibility of permitting commercial, non-
military aircraft at MCAS E1 Toro; and
WHEREAS, the Tustin City Council has previously
expressed its strong opposition to any form of joint or
full commercial airport use of MCAS, E1 Toro by adopting
Resolution Nos. 88-65 and 91-122; and
WHEREAS, the City of Tustin previously concurred
with the Orange County Board of Supervisors' acceptance
of the Airport Site Coalition's findings and support of

the conversion of George Air Force Base as a more
suitable civilian airport upon its closure in 1992; and
WHEREAS, the Marine Corp Air Station'(MCAS) E1 Toro
is surrounded by residential communities; and
WHEREAS, any form of commercial airport use,
including non-military cargo aircraft at MCAS E1 Toro,
would seriously degrade the quality of life in the entire
Saddleback Valley region, creating unmanageable levels of
automobile traffic, an increase in air pollution, unsafe
crowding of airspace in the Orange County area, and an
increase in aircraft noise.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Tustin hereby formally declares the
following:
Strong opposition to the potential closure of MCAS,
E1 Toro urging the President of the United States,
Defense Secretary Aspin, the Base Realignment and
Closure Commission, and Congress and Senate to
delete the base from further consideration for
closure; and
2. Strong opposition to any re -use of MCAS, E1 Toro as
a commercial airport requesting that the Base
Realignment and Closure Commission stipulate in
their MCAS, E1 Toro deliberations that no
commercial airport use be permitted on said site in
the event of a closure decision; and
4. That copies of this resolution be forwarded to the
agencies listed as follows: the Department of the
Navy, the United States Marine Corps, the Orange
County Board of Supervisors, our Legislative
representatives in the State including
Assemblypersons Tom Umberg, Mickey Conroy, Doris
Allen, Nolan Frizzelle, Senator Marian Bergeson,
Senator John Lewis; and our representatives in
Washington Congressmen Dornan and Cox, and Senators
Feinstein and Boxer and any other pertinent
parties.

It is recommended that the City Council consider the adoption of
Resolution No. 93-29, as revised, presented this evening.
BACKGROUND/DISCUSSION
Prior to taking any action on Resolution No. 93-29, another issue
should be considered by the City Council that is related to the
announcement of the potential closure of MCAS, E1 Toro. In taking
a formal position opposing the closure, the Council should be aware
of all of the properties affected. Specifically, there is a
remnant parcel that was previously acquired by the military for use
by MCAS, E1 Toro for potential development of support housing for
the base. This remnant parcel is far removed from the main
facility of MCAS, E1 Toro, is undeveloped, and is actually located
within the Tustin City limits adjacent to MCAS -Tustin (see attached
maps).
MCAS -Tustin currently has housing and it has been the intention of
the military to retain this housing after the completion of the
disposition and realignment process for use by MCAS, E1 Toro. This
in mind, it is conceivable that the remnant parcel set aside for
use by MCAS, E1 Toro would no longer be necessary to base
operations to accommodate additional housing needs should MCAS, El
Toro remain open as MCAS -Tustin base housing could be utilized.
However, regardless of whether the closure of MCAS -E1 Toro occurs,
it is in the best interest of the City as well as the military to
dispose of this land in that the current and future mission
requirements and operational readiness of the Department of
Defense's (DOD) total force would not be affected (DOD Final
Selection Criteria No. 1). Therefore it would seem appropriate for
the City Council to support the disposition of this portion of
MCAS -E1 Toro only.

CONCLUSION
Resolution No. 93-29 has been revised to support the above
discussion and it is recommended that the City Council consider its
adoption, as revised.

consequences to all of the cities immediately adjacent
and nearby MCAS, E1 Toro due to the loss of jobs, taxes
and businesses; and
WHEREAS, the direct economic impact to Orange County
resulting from the closure of MCAS E1 Toro (the main
facility) is estimated to be $235.7 million annually;
and
WHEREAS, the effect of the closure will mean an
increase in the jobless by as many as 20,000 in Orange
County alone through direct and indirect projects that
the base supports; and
WHEREAS, included within MCAS, E1 Toro property
being considered for closure, there exists a remnant
parcel that is within the City of Tustin limits; and
WHEREAS, the anticipated use of the subject remnant
parcel was originally conceived to be developed with
housing to support MCAS, E1 Toro; and
WHEREAS, the MCAS -Tustin is currently in the
planning stages for disposition and realignment which
preliminarily includes the military's retention of the
housing at MCAS -Tustin for use by MCAS, E1 Toro thereby
satisfying the housing need; and
WHEREAS, the disposition of the remnant parcel would
be in the best interest of the City of Tustin and the
military in that the current and future mission
requirements and operational readiness of the Department

of Defense's (DOD) total force would not be affected (DOD
Final Selection Criteria No. 1); and
WHEREAS, the base closure announcement reintroduces
the possible re -use of the property as a commercial
airport; and
WHEREAS, the City of Tustin has provided input to
reach an equitable solution to Orange County residents'
increasing demand for safe and convenient airline
service; and
WHEREAS, the Federal Aviation Administration (FAA)
and other organizations have studied or proposed studies
examining the feasibility of permitting commercial, non-
military aircraft at MCAS E1 Toro; and
WHEREAS, the Tustin City Council has previously
expressed its strong opposition to any form of joint or
full commercial airport use of MCAS, E1 Toro by adopting
Resolution Nos. 88-65 and 91-122; and
WHEREAS, the City of Tustin previously concurred
with the Orange County Board of Supervisors' acceptance
of the Airport Site Coalition's findings and support of
the conversion of George Air Force Base as a more
suitable civilian airport upon its closure in 1992; and
WHEREAS, the Marine Corp Air Station (MCAS) E1 Toro
is surrounded by residential communities; and
WHEREAS, any form of commercial airport use,
including non-military cargo aircraft at MCAS E1 Toro,
would seriously degrade the quality of life in the entire
Saddleback Valley region, creating unmanageable levels of
automobile traffic, an increase in air pollution, unsafe
crowding of airspace in the Orange County area, and an
increase in aircraft noise.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Tustin hereby formally declares the
following:
1. Strong opposition to the potential closure of MCAS,
E1 Toro (the main facility) urging the President of
the United States, Defense Secretary Aspin, the
Base Realignment and Closure Commission, and
Congress and Senate to delete the base from further
consideration for closure; and

2. Strong support for the disposition of the remnant
parcel of MCAS, E1 Toro located within the Tustin
City limits regardless of any disposition decision
for MCAS E1 Toro (the main facility)
3. Strong opposition to any re -use of MCAS, E1 Toro as
a commercial airport requesting that the Base
Realignment and Closure Commission stipulate in
their MCAS, E1 Toro deliberations that no
commercial airport use be permitted on said site in
the event of a closure decision; and
4. That copies of this resolution be forwarded to the
agencies listed as follows: the Department of the
Navy, the United States Marine Corps, the Orange
County Board of Supervisors, our Legislative
representatives in the State including
Assemblypersons Tom Umberg, Mickey Conroy, Doris
Allen, Nolan Frizzelle, Senator Marian Bergeson,
Senator John Lewis; and our representatives in
Washington Congressmen Dornan and Cox, and Senators
Feinstein and Boxer and any other pertinent
parties.
