DISCUSSION
In December 1988, October 1989 and November 1990, the City Council
authorized $1,000 contributions to the Coalition for a Responsible
Airport Solution (ORAS) to help defray the costs of a lobbying
campaign against the use of MCAS E1 Toro as a commercial airport.
The Chairman of ORAS, has again requested each member agency to
contribute $1,000 to support the Coalition's work regarding the
future of E1 Toro.
With the base included on the list of military properties to be
considered by congress for closure and realignment, the future of
the MCAS E1 Toro is uncertain. In the past, the City of Tustin has
formally opposed the use of the base for commercial aircraft.
A letter requesting payment of membership dues and Statement of
Justification supporting the requested donation to CRAS is attached
from Planning Commissioner Kathy Weil. According to the statement,
ORAS has hired a consultant to prepare its presentation to the
April 27 Base Closure Committee public hearing to be held in San
Diego. If CRAS' efforts to keep the base open fail, consultant
services will continue to be used to help influence reuse plans.
Member cities have been asked for a contribution of $1,000. The
Council should review this request in light of the above
information and provide appropriate direction to staff.

t would rise out of the desert floor amid the
gnarled Joshua trees and tumbleweeds, a gi-
ant crisscross of gleaming concrete marking
the spot.
Orange County travelers by the millions would
come to this Mojave Desert spot, whisked from
Anaheim on a 300 -mph super -speed train to a
space-age mega -airport.
Passengers would board hypersonic aircraft,
which would fly them in a matter of hours to the
most distant points of the globe.

congestion problems.
That was the sales pitch in 1990 when Orange
County officials were desperately seeking a sec -
and airport site to handle the expected overflow
of passenger traffic at John Wayne Airport.
But three years later, that hope has fallen vic-
tim to the recession, delays in awarding the for-
mer base near Victorville to a local airport au-
thority and a retrenchment by the airline indus-
try.
The urgency to find a new airport site also has
waned since John Wayne Airport's new Thomas
F. Riley terminal opened in September 1990. Al-
though passenger traffic at the airport increased
to nearly 5.7 million last year, concerns that de-
mand would soon outstrip the 8.4 million limit set
by a 1985 airport -noise lawsuit settlement have
eased.
"It's just a 'quiet' issue now," said Ken Delino,
Newport Beach assistant city manager and exec-
utive director of a five -city group looking for al-
ternate airport sites. "We have other big infra -

RECENT ACTIVITY DUE TO POSSIBLE CLOSURE OF EL TORO MARINE BASE
Just as we were getting comfortable with the idea that El Toro was safe from change, it was suddenly placed
on the Base Closure list. Apparently, it was done almost at the last minute, with the idea of moving the
"mission" to Miramar in San Diego. Since Miramar has about 10 times the acreage of El Toro, it has been
rumored that it could hold not only the EI Toro marines, but also the Tustin helicopters and a contingency
of helicopters from Hawaii - kind of a three for the price of one. (I have yet to hear what happened to the plan
to move Tustin's helicopters to Twenty-nine Palms.) As is often the case with hasty decisions, though, this
new plan may turn out to be more costly than leaving things as they were before. Miramar, though expansive,
does not have the ground support facilities required by such a large contingency of men and machines. The
housing on the Tustin helicopter base that was supposed to be used to house the marines from El Toro would
be abandoned, leaving a big question mark as to the future of that housing. New housing would have to be
built at Miramar. The extensive repair/support facilities at both Tustin and EI Toro would also have to be
duplicated.
The mission of the Closure Committee is to economize, so if the committee finds that the expense of moving
EI Toro is greater than the savings, there is a slim possibility that the base could remain open. With this hope
in mind, CRAS has hired a very knowledgeable PR firm - David Paine Associates - to shepherd us through
this mine field of politics and economic impacts/opportunities. CRAS is preparing an anti -closure presenta-
tion for the April 27th Base Closure Committee public hearing in San Diego. Since at best we'd probably
only get 2 minutes to speak, David Paine is helping us prepare a written presentation, complete with a video
tape of slides indicating that closing El Toro would cost more than they'd save by moving to Miramar. In our
on-going fight with Newport Beach over the future of El Toro, CRAS has been studying El Toro now for
about 8 years, so we have some good material. David Paine, incidentally, has served as our consultant on El
Toro before and done a superb job.
The Base Closure committee will make its decision and submit their final closure list to President Clinton in
July 1, 1993. He will then make any changes and submit the list, by September 1, 1993, to congress, who
only has the authority to say yes or no to the entire list.
If we fail in our attempt to keep EI Toro off the closure list, CRAS will continue to use the services of David
Paine Associates to help us influence the reuse decision for EI Toro. The base is in County unincorporated
territory and they seem very set on maintaining jurisdiction over that land, regardless of its future. Though
the City of Irvine failed in its attempt to annex the base a couple years ago, they are still very interested in
influencing the future of that land. Irvine, Lake Forest, Laguna Hills, Mission Viejo, Tustin and Leisure
World make up the membership of CRAS.
Before you tonight is a request for Tustin to renew its annual CRAS dues of $1000. We would be very
grateful if you would approve this request. The fight we all have ahead of us is a big one and an expensive
one and to be honest, before we're finished fighting the influence of Newport Beach and the large Air Cargo
lobbies, we'll need a lot more than $1000. But for right now, $1000 would be greatly appreciated and well
spent to help protect our future.
