SUBJECT: TUSTIN AREA YOUTH ISSUES COMMITTEE
RECOMMENDATION•
That the City Council ratify the Memorandum of Understanding (MOU)
between the City and the Tustin Unified School District creating the
Committee and that the City Council proceed with making its appointments
to the Committee.
FISCAL IMPACT•
At this point, the City's only financial obligation would be for staff
support to the Committee. Decisions concerning expenditure of funds for
any new programs that might be recommended by the Committee would be
made by the City Council at a later date.
DISCUSSION•
The City Council and School Board agreed at their recent joint meeting
to enter into the attached MOU. For record-keeping purposes, it is
necessary for the City Council to ratify its action taken at the joint
meeting. The City Council also will need to consider how it wants to
proceed with making its appointments to the Committee (two
Councilmembers and two community representatives).

MEMORANDUM OF UNDERSTANDING REGARDING
THE FORMATION OF THE
TUSTIN AREA YOUTH ISSUES COMMITTEE
The Memorandum of Understanding is made and entered into by and between
the CITY OF TUSTIN ("City") and the TUSTIN UNIFIED SCHOOL DISTRICT
("District").
RECITALS
A. The City and the District recognize that the welfare of Tustin's
youth is critical to maintaining a stable and progressive
community. I -
B. The City and the District plan and organize educational,
recreational, cultural and other programs that target K-12 youth.
The City and the District have individually and jointly
sponsored successful youth programs and have placed a high priority
on identifying new opportunities for programs.
C. The City and the District understand the benefits to be derived
from coordinating their efforts to provide programs that respond to
the needs of the community's youth.
D. The City and the District intend to enhance the responsiveness and
effectiveness of current and future youth programs through mutual
cooperation and communication.
NOW, THEREFORE, the City and the District agree to create an advisory
committee, the name of which is the Tustin Area Youth Issues Committee
("Committee") for the purpose of facilitating City and District
cooperation in planning and evaluating youth programs that can be
provided jointly or individually as deemed appropriate by the City and
the District. The Committee will be organized as follows:
1. There shall be eight (8) members of the Committee. Two (2)
members shall be Council members selected by the City Council.
Two (2) members shall be Board members selected by the School
Board. The City Council and the School Board shall each
select two (2) additional persons who shall serve as community
representatives.
2. The terms of office for the initial appointments to the
Committee of one (1) Council member and one (1) Board member
shall be one year from the date of appointment. The terms of
office of the other Council member and Board member shall be
two years from the date of appointment. The term of
appointments for each Council member and Board member shall
thereafter be two years commencing on the expiration date of
each of the appointments as prescribed herein above. The
terms of office of the community representatives shall be two
years.
3. The Committee shall review K-12 youth programs and make
recommendations to the City Council and School Board
concerning:
a. Whether a proposed program addresses an identified need
and serves a sufficient number of the targeted youth.
b. The cost-effectiveness of the program.
C. The extent to which the program achieves the goal of
maximizing coordination between the City and the
District.
d. Any other youth -related issues.
4. Staff support for the Committee shall be provided by City
and District staff as assigned by the City Manager and
Superintendent of Schools. Representatives of other agencies
may be invited to participate, as necessary.
5. Minutes of the Committee's meetings shall be provided to the
City Council and the School Board.
