APPROVAL OF MINUTES - MARCH 15, 1993 REGULAR MEETING Recommendation: Approve the Redevelopment Agency Minutes of March 15, 1993. 4. APPROVAL OF DEMANDS Recommendation: Approve Demands in the amount of $631,770.71. 5. DESIGN REVIEW 92-039, TUSTIN HEIGHTS SHOPPING CENTER The applicant, Musil Perkowitz Ruth, Inc., proposes to remodel the facade and provide additional parking lot landscaping to the Tustin Heights Shopping Center located at 1076-1222 Irvine Boulevard. Recommendation: Approve Design Review 92-039 by adopting the following Resolution No. RDA 93-04, as submitted or revised, as recommended by the Community Development Department: RESOLUTION NO. RDA 93-04 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 92-039, AUTHORIZING THE EXTERIOR REMODELING OF THE EXISTING TUSTIN HEIGHTS SHOPPING CENTER LOCATED AT 1076-1222 IRVINE BOULEVARD 6. DESIGN REVIEW 92-050, FRONTRUNNER HOMES On March 22, 1993, the Planning Commission approved Conditional Use Permit 92-038 authorizing the establishment and operation of a self -serve, coin-operated car wash on the property located on the southerly side of EI Camino Real, approximately 450 feet east of Newport Avenue. Recommendation by the Community Development Department: Redevelopment Agency Agenda 1 April 5, 1993 a. Certify the Np^ tive Declaration as adequate by adopting the following Resolution Nc )A 93-06: RESOLUTION NO. RDA 93-06 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION AS ADEQUATE FOR DESIGN REVIEW 92-050, INCLUDING REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT b. Approve Design Review 92-050 by adopting the following Resolution No. RDA 93-05, as submitted or revised: RESOLUTION NO. RDA 93-05 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, CONDITIONALLY APPROVING DESIGN REVIEW 92-050 FOR THE CONSTRUCTION OF A SELF -SERVE, COIN-OPERATED CAR WASH AND ASSOCIATED SITE IMPROVEMENTS ON THE PROPERTY LOCATED AT THE SOUTHERLY SIDE OF EL CAMINO REAL APPROXIMATELY 450 FEET EAST OF NEWPORT AVENUE 7. APPROVAL OF DESIGN REVIEW AND AUTHORIZING BID ADVERTISEMENT FOR POLICE DEPARTMENT EVIDENCE ENCLOSURE This project is a 220 square foot open air addition to the Tustin Police Department building which will be used by police officers for temporary drop- off storage of large items which will be logged in for evidence by officers. Recommendation: Adopt the following Resolution No. RDA 93-03 approving plans and specifications for subject project and directing the City Clerk to advertise for bids as recommended by the Community Development Department: RESOLUTION NO. RDA 93-03 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW FORTHE ADDITION OFAN OUTSIDE EVIDENCE ENCLOSURE TO THE EXISTING POLICE DEPARTMENT BUILDING AT 300 CENTENNIAL WAY AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS 8. TUSTIN LIBRARY PAINTING Pending completion of the library facility needs study and further negotiations with the County, staff is recommending that it would be in the Agency's best interest to at least paint the exterior of the library until future library improvements can be adequately planned. Recommendation: Permit $11,000.00 of the 1992-93 design budget for the Redevelopment Agency Agenda 2 April 5, 1993 library renovatioi be transferred to the const; on budget of the Civic Center renovation project to permit painting of the exterior of the library. 9. OTHER BUSINESS 10. ADJOURNMENT The next regular meeting of the Redevelopment Agency is scheduled for Monday, April 19, 1993, 7:00 p.m., at the Tustin Area Senior Center.
