RECOMMENDATION
It is recommended that the Agency permit $11,000 of the 1992-93
design budget for the library renovation to be transferred to the
construction budget of the Civic Center renovation project to
permit painting of the exterior of the library.
BACKGROUND
Staff, at a regular meeting of the Agency on December 7, 1992,
presented a funding request from the library for minor cosmetic
improvements to establish some consistency with the Civic Center
Expansion Project.
It was the Agency's direction that staff explore, with the library,
more substantive improvements and potential funding sources. The
City Council also sent a request to Supervisors Riley and Vasquez,
asking them to initiate a study of future library space and
facility needs for the Tustin area. Staff has recently begun
meeting with representatives from each of the Supervisory Board
offices serving the Tustin area to discuss the Agency's request as
well as with the Director of the Orange County Public Libraries.
We have prepared some preliminary elevation sketches and have
reviewed them with County Library staff which would bring the
library facility into greater compatibility with the Civic Center
Expansion Program. However, we believe that the actual
architectural design, funding and construction of improvements may
take a considerable time to negotiate with the County. This is
particularly in light of the expected 38-39 million dollar loss in
special district funding estimated by the County for fiscal year
1993-94. Of this special district loss, the Orange County Public
Library district is expecting at least a 15 million dollar loss.
These losses are resulting in the County suspending and/or
deferring most facility maintenance requests.

The Civic Center expansion project is proceeding on schedule and
will be at a punch -list stage by June 1st, with move -in expected in
early August. The library will be closed from April 19 -26th to
accommodate reconstruction of the pedestrian and driveway access
ways at the front of the library already planned and budgeted in
conjunction with the Civic Center Project.
Pending completion of the library facility needs study and further
negotiations with the County, staff believes that it would be in
the Agency's best interest to at least merely paint the exterior of
the library until future library improvements can be adequately
planned.
Since painters are currently on the Civic Center site, these costs
for paint would not be expected to exceed $11,000. However, once
the contractor reaches the punch -list stage on the Civic Center,
the Agency would have to pay approximately $1500 a day in
contractor delay charges for call back of painters. Agency
authorization to proceed on April 5th would also permit
coordination of painting with anticipated library closure dates.
