CITY COUNCIL REGULAR MEETING
CITY OF TUSTIN
MARCH 15, 1993 - 7:00 P.M -
The City Council meets the first and third Monday of each month at 7:00
p.m. at the Tustin Area Senior Center, 200 South "C" Street, Tustin.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk for clarification (544-8890 ext. 200). Except as otherwise
provided by law, no action shall be taken on any item not appearing in
the following agenda.
Copies of staff reports pertaining to this agenda are available for
public use in the City of Tustin agenda books located in the Police
Department and the Tustin Public Library. These same books are also
provided for public use at the Senior Center during the Council meeting.
Listening devices for the hearing impaired are available upon request
from the City Clerk. Smoking is prohibited during the Council meeting.
Distribution of Material to City Council: If you have material you wish
to distribute to the City Council regarding an item on the agenda, please
give the material to the City Clerk prior to the meeting. This will
allow the City Council sufficient time to review the material prior to
taking action.

VI. PUBLIC INPUT - At this time members of the public may address the
City Council regarding any items not on the agenda and within the
subject matter jurisdiction of the City Council (NO action can be
taken on off -agenda items unless authorized by law).
If you wish to address the City Council on any matter, please fill
out one of the forms located on the speaker's podium and submit to
the City Clerk so that your remarks on the tape recording of the
meeting can be attributed to you. When you start to address the
City Council, please state your full name and address for the
record. A Public Input portion is provided both at the beginning
and end of the meeting.
VII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will
be no separate discussion of these items prior to the time of the
voting on the motion unless members of the Council, staff or public
request specific items be discussed and/or removed from the Consent
Calendar for separate action.

1. APPROVAL O; :MUTES - MARCH 1, 1993 R1 .AR MEETING
Recommendation: Approve City CounclY Minutes of March 1,
1993.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of
$1,759,470.82 and ratify Payroll in the amount of
$335,906.18.
3. RESOLUTION NO. 93-24 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING IAT LINE ADJUSTMENT 93-1
Recommendation: Adopt Resolution No. 93-24 approving Lot
Line Adjustment No. 93-1 as recommended by the Public Works
Department/Engineering Division.
4. RESOLUTION NO. 93-25 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN OF
THE CITY OF TUSTIN
Recommendation: Adopt Resolution No. 93-25 which adds the
position of Property and Evidence Technician to the City's
Classification Plan by amending the Classification Plan
adopted by Resolution No. 84-63 as recommended by the
Administrative Services Department.
S. BOND EXONERATION - TRACT NO. 6380
Recommendation: Authorize the release of the following
Subdivision Improvement Bonds of the indicated amounts:
Faithful Performance Bond No. 4SM163905, $20,550.00; Labor
and Materials Bond No. 4SM163905, $10,275.00; and
Monumentation Bond No. 4SM163906, $1,000.00 as recommended by
the Public Works Department/Engineering Division.
6. RESOLUTION NO. 93-23 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ORDERING TERRITORY DESIGNATED AS
ANNEXATION NO. 154 TO THE CITY OF TUSTIN (18582 17TH STREET) TO
BE ANNEXED TO THE CITY OF TUSTIN
Recommendation: Adopt Resolution No. 93-23 ordering the
territory known as Annexation No. 154 (18582 17th Street) to
be annexed to the City of Tustin as recommended by the
Community Development Department.
7. RESOLUTION NO. 93-27 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS
FOR SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, 1992-93 FISCAL
YEAR AND AUTHORIZING ADVERTISEMENT FOR BIDS
Recommendation: Adopt Resolution No. 93-27 approving the
plans and specifications for subject project and directing
the City Clerk to advertise for bids as recommended by the
Public Works Department/Engineering Division.
8. RESOLUTION NO. 93-22 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ORDERING THE PREPARATION OF AN
ENGINEER'S REPORT FOR THE LEVY OF ANNUAL ASSESSMENTS FOR THE
1993-94 FISCAL YEAR FOR THE TUSTIN LANDSCAPE AND LIGHTING
DISTRICT
Recommendation: With the adoption of Resolution No. 93-22
order the preparation of an Engineer's Report for the levy of
annual assessments for the 1993-94 fiscal year for the Tustin
Landscape and Lighting District as recommended by the Public
Works Department/Engineering Division.

9. REJECTION OF,f AIN NO. 93-07 - CLAIMANT, _ ,LLIAM STEWART; DATE
OF IHSS, 12/1,2; DATE FILED WITH CITY, /16/93
Recommendation: Reject subject claim for property damage in
the amount of $2,268.30 as recommended by the City Attorney.
10. RESOLUTION NO. 93-26 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF THE
SPECIFIED IMPROVEMENT PROJECT TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED
TRANSPORTATION FUNDING PROGRAM
Recommendation: Adopt Resolution No. 93-26 requesting the
Orange County Transportation Authority to include an
additional City of Tustin project in the Fiscal Year 1993-94
Five -Year Combined Transportation Funding Programs as
recommended by the Public Works Department/Engineering
Division.
11. ASSET FORFEITURE FUND REQUESTS
Recommendation: Appropriate $175,700.00 from the Asset
Forfeiture Trust Fund for purchase of equipment for the
Police Department as recommended by the Police Department.

1. ORDINANCE NO. 1097, CODE AMENDMENT 92-005 (SMART SMR)
Ordinance No. 1097 had first reading by title only and
introduction at the March 1, 1993 City Council meeting.
Recommendation: Have second reading by title only and adoption
of the following Ordinance No. 1097 (roll call vote):
ORDINANCE NO. 1097 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AMENDING SPECIFIED SECTIONS OF
ARTICLE 9 OF THE TUSTIN CITY CODE AND TWO PLANNED COMMUNITY
DISTRICT REGULATIONS TO ALLOW CERTAIN ANTENNAS
S. OLD BIISINESS
1. SPORTS PARR MASTER PLAN AND DESIGN DEVELOPMENT REPORT ADOPTION
Informational and status report on the design and construction
of the Sports Park.
Recommendation: Adopt the Sports Park Master Plan and Design
Development Report as recommended by the Planning Commission,
Parks and Recreation Commission, and Community Services
Department.
%I. NEW BUSINESS
1. "A TREE GROWS IN TUSTIN"
This proposed program would allow residents to pay for the
expense of planting trees in City parks, on City grounds, or on
streetscapes to commemorate a special event or person.

Community Foundation program as recommended by the Parks and
Recreation Commission and Community Services Department.
XII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - MARCH 8, 1993
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda
of March 8, 1993.
2. 1992-93 CAPITAL IMPROVEMENT PROJECTS SCHEDULE/STATUS REPORT
QUARTERLY UPDATE (SECOND QUARTER)
A graphical charting report of the schedule/status for the
1992-93 Capital Improvement Program as of the fiscal year's
second quarter.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
3. FREEWAY CONSTRUCTION STATUS REPORT
Informational report relating to both freeway and local street
closures.as they pertain to the Tustin area.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
4. INVESTMENT SCHEDULE AS OF JANUARY 30, 1993
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended
by the Finance Department.

XV. CLOSED SESSION
The City Council will recess to Closed Session pursuant to
Government Code Section 54956.9(a) to confer with the City Attorney
regarding pending litigation which has been initiated formally and
to which the City is a party, and the title of the litigation is
Browndorf vs City of Tustin, Case Number 69-16-76; and for other
legal or personnel matters if needed.
XVI. ADJOURNMENT
The next regular meeting of the City Council is scheduled for
Monday, April 5, 1993, 7:00 p.m., at the Tustin Area Senior Center.
