PREPARATION OF AN ENGINEER'S REPORT FOR THE LEVY OF ANNUAL
SUBJECT: ASSESSMENTS FOR THE 1993-94 FISCAL YEAR FOR THE TUSTIN
LANDSCAPE AND LIGHTING DISTRICT
RECOMMENDATIONS:
That the Tustin City Council, with the adoption of Resolution No. 93-22,
order the preparation of an Engineer's Report for the levy of annual
assessments for the 1993-94 fiscal year for the Tustin Landscape and
Lighting District.
FISCAL IMPACT:
None. All City costs will be recouped through the levy of the annual
assessments for the district.
BACKGROUND:
This action will be the initial phase of the process to levy annual
assessments for fiscal year 1993-94 for the Tustin Landscape and
Lighting District and orders the preparation of the Engineer's Report.
The district provides funding for the maintenance of the perimeter
landscaping on the arterial highways within the Tustin Ranch area and
for the operation and maintenance of the street lighting within the
Tustin Ranch area and other locations within the City.
Three additional City Council actions will be required as the process
proceeds:
First the adoption of a resolution approving the Engineer's
Report which is tentatively scheduled for April 1993.
Second the adoption of a resolution declaring the City
Council's intention to annex additional territory to the
district and to provide an annual levy of assessment which is
tentatively scheduled for May 1993. This resolution will also
set the date for a public hearing in early July 1993.
The territory to be annexed consists of four parcels that have
been approved for development this past year in various parts
of the City and as part of the approval process were
conditioned to be annexed to the Tustin Landscape and Lighting
District.
The third resolution will order the annexations and the levy
of annual assessments to be outlined in the Engineer's Report
and will be available for City Council action after the July
public hearing.
