SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY COMBINED TRANSPORTATION
FUNDING PROGRAMS
RECOMMENDATION
It is recommended that the City Council, at their meeting of March
15, 1993, by resolution, request the Orange County Transportation
Authority (OCTA) to include an additional City of Tustin project in
the Fiscal Year 1993-94 five year Combined Transportation Funding
Programs (CTFP).
FISCAL IMPACT
The additional project for pavement rehabilitation of Newport
Avenue, between Wass Street and 17th Street, will be a joint
project with the Orange County Environmental Management Agency
(OCEMA). The City's portion is estimated to be $28,000 with a
matching amount of $28,000 from the CTFP, if the project is
selected for CTFP funding. The City's portion will be recommended
for inclusion in the 1993-94 Capital Improvement Program if the
County is successful in obtaining the grant from the OCTA for the
1993-94 fiscal year.
BACKGROUND
The City Council previously adopted Resolution No. 93-16 approving
the submittal of projects to OCTA for CTFP funding. OCEMA has now
requested that the City adopt a supporting resolution for this
joint project. The OCEMA will be the lead agency. This project is
part of the County's project "Resurfacing of Various Streets in
Orange County, FY 1993-94". The resurfacing of Newport Avenue,
between Wass Street and 17th Street has as estimated total cost of
$220,000.

RESOLUTION NO. 93-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF THE PROJECT TO
RESURFACE NEWPORT AVENUE, BETWEEN WASS STREET AND 17TH
STREET, TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING
PROGRAM
WHEREAS, the City of Tustin desires to implement jointly with
the OCEMA, the transportation improvements titled "Resurfacing of
Newport Avenue, between Wass Street and 17th Street;
WHEREAS, the City of Tustin has been declared by the Orange
County Transportation Authority to meet the eligibility
requirements to receive Measure M "turnback" funds;
WHEREAS, the City's Circulation Element is consistent with
the County of Orange Master Plan of Arterial Highways;
WHEREAS, the City of Tustin and the County of Orange will
provide matching funds for this project as required by the Orange
County Combined Transportation Funding Program Procedures Manual;
WHEREAS, the Orange County Transportation Authority intends
to allocate funds for transportation improvement projects within
the incorporated cities and the County;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
Section 1. The City Council of the City of Tustin hereby
requests the Orange County Transportation Authority allocate funds
in the amounts specified in the County of Orange's application to
said authority from the Combined Transportation Funding Programs.
Said funds shall be matched by funds from the City of Tustin and
the County of Orange as required and shall be used to aid the City
and the County in the improvement of Newport Avenue from Wass
Street to 17th Street.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Tustin held on the 15th day of March, 1993.
