June 25, 1979 CALL TO ORDER The meeting was called to order at 4:36 P.M. by Mayor Schuster. II. ROLL CALL Present: Councilpersons: Schuster, Kennedy, Welsh Absent: Councilpersons: Sharp, Saltarelli (Arrived at 5:05 P.M.) ~ Others Present: Dan Blankenship, City Administrator Ed Bushong, Finance Director ~ III. Mary E. Wynn, Chief Deputy City Clerk PUBLIC HEARINGS 1. CONTINUED PUBLIC HEARING ON CITY'S 1979-80 FISCAL YEAR BUDGET Dan Blankenship, City Administrator, gave the staff report. He reported that $59,000 for the Mitchell Avenue street reconstruction project with the County would be needed to be added to the Capital Improvements por- tion of the budget. Two other figures that needed to be taken into con- sideration for the budget were $3,8'25 for the Finance Department for a printer and maintenance of it for one year, and $21,000 in the non depart- mental budget for contractural services of which $10,000 is for a Chemical Consultant and $11,000 for a study of the Tustin Water Works and Financial Consularant if Council proceeds with this. The public hearing opened at 5:02 P.M. Councilman Saltarelli arrived at 5:05 P.M. Councilman Welsh asked if we were going to set aside funds for Tustin Tiller Days. Mr. Blankenship responded that the budget does contain $2,200 for that if Council believes that is in the Community's interests. Following further discussion, it was moved by Welsh, seconded by Saltarelli, to close the Public Hearing at 5:29 P.M. and adopt Resolution 79-47, with appropriate amendments, which adopts the City Budget and appropriates revenue IV. of the City for the Fiscal Year 1979-80. Carried 4-0, Sharp absent. OLD BUSINESS 1. PROGRAMS FOR TEENAGERS It was moved by Welsh, seconded by Kennedy, to agendize this item for the next meeting, July 2, 1979, when Councilman Sharp could be present. Carried 4-0, Sharp absent. V. OTHER BUSINESS CULTURAL ARTS SURVEY Councilman Welsh asked that everyone turn in their Cultural Arts Survey and their recommendations for a meeting on Tuesday morning. STUDY OF WATER WORKS Dan Blankenship, City Administrator, asked that Council consider engaging the PRC Toups Corp. of Orange for the studyof the Water Works. It was moved by Saltarelli, seconded by Welsh, that the City engage the services of PRC Toups Corp. of Orange for study of the Water Works. Carried 4-0, Sharp absent. VI. ADJOURNMENTIt was moved by Welsh, seconded by Saltarell~, to adjourn at 5:32 P.M. to the July 2, 1979 meeting. Carried. / MAYOR
