HomeMy WebLinkAboutRDA MINUTES 11-07-94 RDA NO. 1 11-7-94 MINUTES REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY CITY OF TUSTIN, CALIFORNIA OCTOBER 17 · 1994 CALL TO ORDER The meeting was called to order by Chairperson Saltarelli at 9:15 p.m. at the Council Chambers, 300 Centennial Way, Tustin, California. APPROVAL OF MINUTES - OCTOBER 3, 1994 REGULAR MEETING It was moved by Potts, seconded by Thommm, to approve the Redevelopment Agency Minutes of October 3, 1994. Motion carried 5-0. 2. APPROVAL OF DEMANDS It was moved by Ports. seconded by Thomas, to approve Demands in the amount of $132,290.79. Motion carried 5-0. 3. DESIGN REVIEW 94-028 (PLASTILINE WEST-APPLICANT, KFC-OWNER) Dan Fox, Senior Planner, reported the applicant was appealing three conditions approved by the Zoning Administrator regarding exterior remodelling of the Kentucky Fried Chicken located at 1022 East First Street. He summarized the conditions including: awning material; awning striping; and roof material. He stated that the Redevelopment Agency Minutes Page 2, 10-17-94 overall design of the proposed improvements would allow the applicant to maintain their corporate image; and the conditions in appeal were related to the quality of development and the ability of those improvements to be compatible with the surrounding neighborhood. Council/staff discussion followed regarding the distance of the restaurant from the nearest residence; and the proposed roof lighting. It was moved by Thomas, seconded bv Worlev, to approve Design Review 94-028 without subject conditions. Council discussion followed regarding roof lighting attracting customers; proposed roof design was an improvement; and the roof light would be turned off by 11:00 p.m. Motion carried 5-0. An unidentified speaker representing the applicant, requested Council consider approving Condition of Approval Item 2.2, backlit illuminated awnings. Christine Shingleton, Assistant Executive Director, clarified that Condition 2.2 was not included in the applicant's appeal and she explained Planning Commission policy had been to prohibit backlit illuminated awnings. Council/staff/speaker discussion followed regarding various City businesses that had backlit illuminated awnings. As an amendment to the oriainal motion, it was moved by Thomas. seconded by Worlev, to approve backlit illuminated awning Condition 2.2. Amended motion carried 5-0. 4. PUBLIC WORKS PROJECTS: IMPLEMENTATION PLANS Christine Shingleton, Assistant Executive Director, stated that staff had prepared a prioritized list of public works projects as part of the Implementation Plans for the Town Center and South Central Redevelopment Project Areas. It was moved by Potts, seconded bv Thomas, to approve for inclusion in the Implementation Plan for the two Project Areas the following: (1) A proposed ranking of the public works projects and (2) Anticipated economic development activities. STAFF COMMENDATION Chairperson Pro Tem Potts conu~ended Christine Shingleton, Assistant Executive Director, on a problem solving effort with the Fire Department. TUSTIN SOCCER CLUB C, OLF TOUI~NAMENT Chairperson Pro Tem Potts noted the~nual Tustin Soccer Club Golf Tournament would beheld October 25, 1994. COMI~ENDATION - INTERIM CITY ATTORNEY Chairperson Saltarelli commended Lois Jeffrey, Interim City Attorney, on the letter regarding the Case Swayne litigation. CLOSED SESSION - None ADJO~ Chairperson Saltarelli adjourned the meeting at 9:30 p.m. The next regular meeting of the Redevelopment Agency was scheduled for November 7, 1994, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
