REJECTION OF ALL BIDS FOR THE ANN~AL SIDEWALK AND CURB AND
GUTTER PROJECTt 1994-95 FY, AND AUTHORIZATION TO RE-ADVERTISE
FOR NEW BIDS
RECOMMENDATION
It is recommended that the City council, at their meeting of October 17,
1994, reject all bids received October 4, 1994,, for the subject project,
and authorize the Public Works Department to re-advertise the subject
project for bid. It is also recommended that all bid bonds be released
upon the rejection of all bids.
FISCAL IMPACT
The Engineer's Estimate for the subject project is $225,521.60. This
project has a budget of $235,000.00 as a part of the Field Services
4030-6235 operating account. All proposals received exceeded the
Engineer's Estimate.
BACKGROUND
The City received three (3) bids for the subject project, as follows:
Basco Engineering Services, Walnut ............ $225,740.80
Kalban, Inc., Sylmar .......................... $248,431.89
Damon Construction Company, Carson ............ $318,105.50
Ail bids exceed the Engineer's Estimate. Two of the three bids exceed
the project budget.
Upon review of the bid package and additional information submitted by
the apparent low bidder it was determined that the submittal was not in
conformity with the project specifications relative to subcontracting
provisions and the bid should be rejected. Since the other two bids
received were in excess of the City's budget for the work, it is
recommended that they be rejected also. It is expected that upon re-
advertisement of the project, additional bidders will respond, as some
interest has already been expressed.
