RECOMMENDATION
It is recommended that the City Council, at their meeting of October 17,
1994, by resolution, request the Orange County Transportation Authority
include the City of Tustin projects in the five year 1995-2000 Combined
Transportation Funding Programs (CTFP).
FISCAL IMPACT
Unknown at this time. Future financial obligations to the City will
depend on the number of projects that will be approved for funding under
the subject application.
BACKGROUND
On October 3, 1994 a report outlining the subject application process
was presented to the City Council for information. In February, 1993
the City Council approved the submittal of a Five-year 1993-1998 CTFP
application. As a result of the application, the City of Tustin
received approval for partial funding for three joint projects with
other agencies as follows: Jamboree Road widening, northbound between
the I-5 Freeway and north of Irvine Boulevard; Seventeenth Street bridge
widening at SR-55 Freeway; and the Tustin Commuter Rail Station.
This year, the call for applications is similar to the last application,
for a five-year program which is divided into two tiers. Tier I covers
1995-96 FY and 1996-97 FY and commits funds for approved projects. Tier
II covers 1997-98 FY, 1998-99 FY and 1999-2000 FY, and is intended for
committing certain percentages of available funds and for future
planning commitment purposes.
The resolution with Exhibit "A" delineates all projects to be submitted
by the City, and all joint projects with other neighboring agencies, for
each of the five years in the program.

OF TUSTIN, APPROVING THE SUBHXTT~ OF THE
~TTACHED ~HPROVEMENTPRO~ECT(S) TO THE OI~,NGE
COUNTY TI~%NSPORT&T~ON ~UTHORITY FOR FUND~N~
UNDER THE COI~NED TI~,-NSPORT~T~ON PRO~R~I
W~R~AS, the City of Tustin desires to implement the
transportation improvements listed in Exhibit "A", attached hereto
and incorporated herein; and
W~ER~, the City of Tustin has been declared by the Orange
County Transportation Authority to meet the eligibility
requirements to receive Measure M "turnback" funds; and
~HERF~S, the City's Circulation Element is consistent with
the County of Orange Master Plan of Arterial Highways; and
W~ER~AS, the City of Tustin will provide matching funds for
each project as required by the Orange County Combined
Transportation Funding Program Procedures Manual; and
W~F~REAS, the Orange County Transportation Authority intends
to allocate funds for transportation improvement projects within
the incorporated cities and the County
NOW, THEREFORE, BE IT RESOLVED, DETERMINES, AND ORDERS AS
FOLLOWS~ That the City Council of the City of Tustin hereby
requests the Orange County Transportation Authority allocate funds
in the amounts specified in the City's applications or other Lead
Agencies' applications to said City or Agency from the Combined
Transportation Funding Programs. Said funds shall be matched by
funds from said City as required and shall be used to aid the City
in the improvement of the following street(s) set forth in Exhibit
"A", attached hereto and incorporated herein.
PASSED AND ADOPTED. at a regular meeting of the City Council
of the City of Tustin held on the 17th day of October, 1994.
