Nault, Finance Director Robert Ruhl, Field Services Manager Susan Jones, Recreation Superintendent Valerie Crabill, Chief Deputy City Clerk Dana Kasdan, Engineering Services Manager Dana Ogdon, Senior Planner Rick Zimmer, Redevelopment Program Manager Gary Veeh, Water Operations Manager Doug Anderson, Transportation Engineer Bettie Correa, Senior Personnel Analyst Gary Magill, Recreation Supervisor Approximately 10 in the audience REGULAR BUSINESS (ITEMS i THROUGH 3) APPROVAL OF MINUTES - SEPTEMBER 19, 1994 REGULAR MEETING It was moved by Thomas, seconded bv Potts, to approve the Redevelopment Agency Minutes of September 19, 1994. Motion carried 5-0. APPROVAL OF DEMANDS It was moved by Thomas, seconded by Potts, to approve Demands in the amount of $109,980.05. Motion carried 5-0. 3. PUBLIC WORKS PROJECTS: IMPLEMENTATION PLAN Christine Shingleton, Assistant Executive Director, reported that in 1993, reform to Community Redevelopment Law required all redevelopment agencies to adopt by December 31, 1994, a five-year Implementation Plan for each Redevelopment Project Area outlining the programs the Agency expected to undertake. She stated the Implementation Plans would address the expected Agency expenditures REDEVEI~DPMENT AGENCY MINUTES Page 2, 10-3-94 for the five-year period including debt service payments, administration, property development,~ improvement assistance, public works, and housing; she summarized the Town Center and South Central Project Areas Financing Plans; noted the State could raid Agency resources; encouraged listing as many projects as possible on the Implementation Plan in order to protect Redevelopment funding reserves; and explained State law required that all public projects must be identified in the Redevelopment Plans. This action limited the Agency's flexibility in developing new public facilities not identified in the Town Center and South Central Redevelopment Plans and therefore, staff requested direction for adding projects to the Implementation Plans. Agency/staff discussion followed regarding the Implementation Plans' project list exceeding available funding; public improvements listed as priority projects in the past; current Agency commitment of improvement, growth, and development in the Redevelopment area; including previous non-programmed projects in the Implementation Plans; prioritizing projects; continuing this item to allow staff to tentatively prioritize programmed and non- programmed items; and that the commuter rail station was not part of the Redevelopment Project area. It was moved by Thomas, seconded by Potts, to continue this item to the October 17, 1994 Redevelopment Agency meeting. Motion carried 5-0. OTHER BUSINESS FEDEP. AL REGULATIONS - POLLUTION Agencymember Doyle stated the Federal government required businesses to reduce their pollution level by a certain percentage in order to receive federal funding and noted the City of Anchorage, Alaska, because of their low level of pollution, was now dumping pollution into the ocean in order to meet Federal regulations and receive future funding. Chairperson Saltarelli announced the Redevelopment Agency would adjourn to closed session for a conference with legal counsel concerning the initiation of litigation pursuant to Government Code Section 54956.9(c) - One (1) case. ~D~O/NT Chairperson Saltarelli adjourned the meeting at 8:45 p.m The next regular meeting of the Redevelopment Agency was scheduled for Monday, October 17, 1994, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
