HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION CITY OF TUSTIN APPLICATIONS FOR THE 1995-2000 ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS (CTFP) RECOMMENDATION Receive and file. FISCAL IMPACT None. BACKGROUND In November, 1990, the Orange County voters approved Measure M, the revised Traffic Improvement and Growth Management Plan (GMP). Through the imposition of a one-half cent sales tax, Measure M will raise an estimated $3.1 billion for transportation improvements over a 20 year period. In order to receive revenue from the CTFP (the competitive portion of Measure M funds), an agency must have been declared eligible to receive Measure M "turnback" portion funds. On June 6, 1994, the City Council adopted a draft Seven Year Capital Improvement Program, FY 1994-95 through FY 2000-2001 (copy attached) as part of the Measure M annual program compliance. On June 6, 1994, the Orange County Transportation Authority (OCTA) issued a five-year call for project applications (due by October 31, 1994) for the CTFP funds. It is estimated by OCTA that approximately $56.4 million in Measure M sales tax funds, $7 million of Arterial Highway Financing Program (AHFP) gas tax, and $7 million of Local Surface Transportation Program (LSTP) funds will be available to local agencies with this call for projects. Engineering Division staff is currently preparing the application packages for projects as outlined in the City's adopted Seven-year CIP. A report and a resolution will be prepared for city Council consideration at the next council meeting, on October 17, 1994 which approves submittal of the applications to OCTA. Robert S.
