AUTHORIZATION TO PURCHASE TWO REGENERATIVE AIR]VACUUM SWEEPERS
RECOMMENDATION:
It is recommended that the City Council at their regular meeting of October 3, 1994, authorize staffto
purchase two (2) Elgin/Regenerative Air/Vacuum street sweepers in the amount of$I04,113.00, per
unit, for a total cost of $224,363.52.
FISCAL IMPACT:
The purchase of these two sweepers has been funded in the 1994/95 Equipment Replacement
Fund, Account No. 700-400-8010-9850.
BACKGROUND:
The Field Services Division has scheduled the replacement of the two Elgin/Regenerative
Air/Vacuum street sweepers. These two sweepers have given us good service, acceptable
maintenance costs and existing personnel are trained to service them. Cost effective management
would indicate that we replace them with the same model as the existing machines. The City's
original purchase price in 1987 for two Elgin Sweepers was $101,025.00 versus the current price
of $104,113.00. This is a difference of only $3,088.00.
DISCUSSION:
The City of Thousand Oaks has recently procured two Elgin Regenerative Air/Vacuum sweepers.
It is requested that we do a cooperative purchase (add-on) with the City of Thousand Oaks. The
vendor, Haaker Equipment Company, will hffnor the competitive bid price for a short time. There
are several of the 1994 models still available on a first come first served basis, with a short
delivery time.
CONCLUSION:
If we wait for the 1995 models there will be an additional cost due to exhaust reconflguration and
an increase of 12% on the body for a total of $14,317.00. This additional cost coupled with a six
month delivery time makes a good argument for expediting this purchase.
