REPAm (PROJECt NO. RECOMMENDATION: That the Tustin City Council, at its regular meeting of October 3, 1994, award the contract for the subject project to Calex Engineering Company, of Newhall, in the amount of $390,150.38. $390,150.38 - Funded from Certificates of Participation (Bond Proceeds) and Water Capital Improvement Program. There h currently $620,000 budgeted for completion of this project. Bids for the subject project were opened on September 21, 1994, two bids were received as follows. 1. Calex Eagineering Company $390,150.38 2. Mallcmtt Incorporated $415,847.00 The Iow bid, by Calex Eagineexing Company is 32% over the Engineer's estimate of $295,800.00. A review of the bids indicates that the costs for clearing and grubbing, temporary shoring, and installation of a new contwl vault were somewhat higher than the engineer estimated. Additionally, costs for asbestos abatement and relocation of the eleetrical service were not included in the Engineer's estimate. Due to the complex nature of the project, a mandatory pre-bid site meeting was held. Subsequently, several contractors stated that, due to their workload and the complicated nature of the project, they chose not to submit bids. Calex Engineering's references .have been verified and past job performanqe has been satisfact~ory. The project includes demolition and reconstruction of a structurally deficient retaining wall at Rawlings Reservoir. This project has been determined to be categorically exempt, Class H under Section 15302 of the California Environmental Quality Act. Following is a tentative schedule for completion of the project. Award Construction Contract Begin Construction Complete Construction 10-03-94 10-24-94 03-07-95 It will be necessary to drain the reservoir and remove it from service during constn~ction. It will be. important to adhere to the above schedule so that the reservoir can be placed back in service in time to accommodate increasing water usage in the spring.
