PUBLIC CONCERNS CONSENT CALENDAR: It was requested by staff to pull the May 12, 2015 Minutes from the Consent Calendar for clarification to Page 3. Approved as 1. APPROVAL OF MINUTES — MAY 121 2015 PLANNING amended. COMMISSION MEETING. RECOMMENDATION: That the Planning Commission approve the minutes of the May 12, 2015 meeting, as provided. Motion: It was moved by Altowaiji, seconded by Kozak, to approve the May 12, 2015 Minutes, as amended. Motion carried 4-0-1. Adopted Reso. 2. FISCAL YEAR 2015-2016 CAPITAL IMPROVEMENT PROGRAM No. 4283. FINDING OF CONFORMANCE WITH THE GENERAL PLAN The Planning Commission is required to review the projects in the Capital Improvement Program (CIP) and verify their conformance with the General Plan. The City Council will soon be adopting the FY 2015-2016 budget and appropriate funding for the ensuing year CIP projects. There are new projects proposed in this year's CIP, as well as carry-over projects from prior years. Minutes — Planning Commission June 9, 2015 — Page 1 of 3 ENVIRONMENTAL CONSIDERATIONS: Environmental documentation and/or clearance for most projects have been completed. Environmental documentation for the other projects will be prepared or initiated prior to start of construction. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4283 finding the proposed Fiscal Year (FY) 2015-2016 Capital Improvement Program in conformance with the General Plan pursuant to Section 65401 of the Government Code. Motion: It was moved by Kozak, seconded by Lumbard, to adopt Resolution No. 4283. Motion carried 4-0-1. None. PUBLIC HEARING REGULAR BUSINESS: PRESENTATION: Received & 3. Old Town Tustin Residential Architectural Style. A presentation filed. regarding architectural style of homes located within the Old Town Tustin. Swiontek Presentation given. Thompson Thompson thanked Swiontek for the presentation and also had favorable comments for Nathan Menard who provided the Power Point presentation. STAFF CONCERNS: Binsack Reminded the Commission of the State of the City on June 11, 2015. COMMISSION CONCERNS: Kozak Kozak attended the following events: • 5/21/15 — California Preservation Foundation's (CPF) Workshop at the USC School of Architecture • 6/7/15 — Kozak participated as a judge at Tustin's 31St Annual Chili Cook -off. He thanked Parks & Recreation for all their hard work with the event. Upcoming events: • 6/17/15 — Local Agency Formation Commission's (LAFCO) Community Workshop regarding "local sewer service" at Foothill High School. Altowaiji Altowaiji thanked staff and Nathan Menard for the presentation. He also attended the Tustin's annual chili cook -off. Lumbard Lumbard attended the following: • 5/20/15 — Greenwood at Tustin Legacy's Ribbon Cutting and he commended staff on working with the builders on such an impressive development. • 6/7/15 —Tustin's 31St Annual Chili Cook -off Thompson Thompson attended the following: • 5/5/15 - St. Anton Affordable Apartments Tour • 5/13/15 -Urban Land Institute (ULI) Bicycle Tour in Houston, TX. • Building Industry Association's (BIA) Tour of Greenwood at Tustin Legacy • 6/6/15 —Camp Pendleton Mud Run • 6/7/15 — Tustin's 31St Annual Chili Cook -off —favorable comments for the event and staff. 7:33 p.m. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Tuesday, June 23, 2015, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
