HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION STATE OF CALIFORNIA FISCAL YE/%R 1995-96 TRANSIT CAPITAL IMPROVEMENT PROGRAM FUNDING APPLICATION SUBMITTAL AUTHORIZATION. RECOMMENDATIONS: It is recommended that the city Council, at their meeting of September 19, 1994, adopt Resolution No. 94-114 authorizing the city Engineer to submit an application to Caltrans for FY 1995-96 Transit Capital Improvement (TCI) program funds. FISCAL IMPACT: Funding for the preparation of this application package can be absorbed in the current Engineering Division operating budget. BACKGROUND AND DISCUSSION: The California Department of Transportation is currently soliciting formal project applications for the fiscal year 1995-96 TCI program. Funding for this program is made pursuant to Article XIX of the State Constitution Section 199 and 199.2 of the Streets and Highways Code, and Sections 99317 and 99317.1 of the Public Utilities Code. The City is currently preparing a FY 1995-96 TCI application for partial funding of the Tustin Commuter Rail Station, tentatively in the amount of $560,000.00. The City's FY 1994-95 TCI application for the same Commuter Rail Station was previously approved by the California Transportation Commission in the amount of $230,000.00. As part of the application package submitted, a city Council resolution must be approved identifying the city agent (City Engineer) who is authorized to submit the necessary application documents and enter into an agreement with the State to implement the project if the funding is approved. Anderson Transportation Engineer 1 2 3 4 5 6 RESOLUTION NO. 94-114 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR FISCAL YEAR1995-96 TRANSIT CAPITAL IMPROVEMENT FUNDS WHEREAS, Article XIX of the constitution of the State of California, Sections 199 and 199.2 of the Streets and Highways Code and Sections 99317 and 99317.1 of the Public Utilities Code provide for funding of the Transit Capital Improvement program; and I1 12 13 14 15 16 17 18 19 20 21 24 25 26 WHEREAS, the California Department of Transportation (Caltrans) has established the procedures and criteria for reviewing funding applications and is required to submit to the California Transportation Commission a list of recommended projects from which the funding eclplents will be selected; and WHEREAS, said procedures Caltrans require the applicant application for funding; and and criteria established by to authorize the filing of the WHEREAS, the City of Tustin, as the applicant, will enter into an agreement with the State of California to carry out the Transit Capital Improvement project; NOW, THEREFORE, BE IT RESOLVED that the City Council: 1. Approves the filing of an application for the Transit Capital Improvement program for funding assistance. 2. Certifies that said applicant will make adequate provisions for operation and maintenance of the project.
