Recommendation - It is recommended that the Planning Commission

Commissioner Kasalek moved, Weil seconded, to approve Sign Code
Exception 94-004 by adopting Resolution No. 3293 with revision to
Exhibit A, Condition of Approval 1.3. Condition of Approval 1.3
shall read, "Sign Code Exception approval shall become null and
void unless a sign permit and building permit are issued for the
monument sign and construction of the monument sign is completed
within twenty four (24) months of the date of this exhibit. Time
extensions may be granted by the Director of Community Development
if a written request is received by the Community Development
Department within thirty (30) days prior to expiration.,, Motion

15303 OF THE CALIFORNIA EQUALITY ACT (CEQA)
TO DETERMINE THAT SECONDHAND SALES ARE PERMITTED
WITH A CONDITIONAL USE PERMIT WITHIN THE COMMERCIAL
GENERAL (CG) DISTRICT
Recommendation - It is recommended that the Planning Commission
determine by Minute Motion that secondhand sales are permitted with
a conditional use permit within the Commercial General (CG)
District.

Determination 94-004 by Minute Motion. Motion carried 5-0.

5. Capital Improvement Proqram/General Plan Compliance Report

Presentation: Rita Westfield, Assistant Director,
Community Development Department
commissioner Weil moved, Kasalek seconded, to adopt Resolution 3300
as s%~bmitted, finding that the proposed fiscal year 1994-95 Capital
Improvement projects are in conformance with the Tustin Area
General Plan. Motion carried 5-0.

COMMISSION CONCERNS:
Commissioner Kasalek
City Council
Commented that she would have liked to have attended the
Town Hall meeting which was scheduled for the
same time as the Planning Commission meeting tonight and
asked if this was just an oversight or a scheduling problem.

Staff stated that this was apparently the only date and place
available for the Town Hall meeting.

attended the APA Planning Commission Workshop.

Commented that he thought it was a good workshop and a
good opportunity to meet with the other Commissioners and
work with them.
Stated that a telephone call had been received on his
unlisted line at home saying that the City of Tustin was
conducting a survey through a Charleston Survey Group and
advised the other Commissioners that as far as he is
aware the City has not asked for this survey.
ADJOURNMENT:
Commissioner Weil moved, Kasalek seconded, to adjourn the meeting
at 7:15 p.m. Motion carried 5-0.
The next regular meeting of the Planning Commission is on September
26, 1994 at 7:00 p.m. in the City Council Chambers at 300
Centennial Way, Tustin.
