RECOMMENDATION:
Staff recommends that the City Council approve the following
amendments to the Consulting Services Agreement with knthony &
Langford Architects:
· Reinfoursement for soils engineer $ 4,853.80
· Irrigation Pump System revision 3,180.41
· Roller Hockey Study 2,566.43
Subtotal $10,600.64
FISCAL IMPACT:
There would be no fiscal impact to the current budget appropriation
for this project. There is an adequate contingency within the
current appropriation to cover the cost of these amendments.
BACKGROUND:
The project manager requested additional services for foundation
investigation (soils engineering) from the architect due to a lack
of current data of soils conditions when the construction documents
were being developed. Such services are excluded from the scope of
work in the Consulting Services Agreement.
During the construction phase, the Irvine Ranch Water District
suggested a revision to the irrigation plans which would change the
design from two irrigation pumps, to a large single irrigation pump
with larger mains. The suggestion came at a time when the
irrigation work was about to start, and would provide significant
benefits to the City such as lower operational costs, lower
maintenance costs, and a reduction of the construction cost of the
irrigation system. In order to take advantage of this benefit, the
project manager requested immediate re-design of the irrigation
system so that the contractor would not be delayed. The contractor
is coordinating the installation of the irrigation system mains.

Dear Ed:
According to our January 11, 1993 proposal, that was an amendment to our original agreement dated
August 3, 1992, Page 3 indicates that one of the services specifically excluded from our contract was that
of foundation investigation.
Per our agreement, we have provided this additional service as permitted in Paragraph 8, Subparagraph
A3 on Page 4.
A&L paid the May 22, 1993 invoice for Associated Soils and are therefore submitting this bill for
reimbursement along with some reproduction costs incurred for agency processing during the 12/93 and
1/94 periods.

CONTRACT AMENDMENT NO. 4
TUSTIN SPORT PARK, IRRIGATION BOOSTER PUMP MODIFICATION
Dear Ed:
The actual pressure available on site for the reclaimed water service is substantially higher than originally
indicated by the Irvine Ranch Water District. We have determined that this will allow the deletion of one
of the two irrigation booster pumps·
The new scheme will provide for one pump, located along Robinson Drive, between Ballfields I and 2,
utilizing the existing 4" p.o.c, on site. This scheme will also alleviate unnecessary cutting of the street.
Irrigation drawings will be modified to provide one system, and the required Irvine Ranch Water District
approvals will be obtained. Landscape drawings will reflect the changes to screen the equipment.
Electrical drawings will provide service to the new location.
Per our original contract, we propose to provide changes as permitted in Paragraph 8, Subparagraph A 1,
on Page 4. Our not-to-exceed fee for these services will be Three Thousand One Hundred Dollars
($3,100). Reimbursable expenses of reprographics and delivery cost to process this change will be billed
at cost incurred plus 15 percent.

Dear Ed:
Per your authorized notification of June 21, we have completed the roller hockey rink study requested
by the Assistant City Manager.
In order to meet the city's urgent time frame, this study was performed on a hourly basis. Our total fee
including costs incurred for reprographics and deliveries is Two Thousand Five Hundred Sixty~Six
Dollars and 43 Cents ($2,566.43).
Per our original contract, we provided the requested changes as permitted in Paragraph 8, Subparagraph
A3, on Page 4.
