HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT I~EQUESTAPPLICATIONS FOR TUSTIN COMMUNITY FOUNDATIONBOAP~)OF DIRECTORS RECOMMENDATION: Pleasure of the City Council. FISCAL IMPACT: None. BACKGROUND: In July of this year the Tustin Com~nunity Foundation received its tax exempt status from the IRS. The Board has been meeting monthly and has developed a mission statement, adopted a logo, and has nearly completed an informational brochure about the Foundation and it's purpose. Plans are being made for a kick off event to introduce the Foundation to the business community. The date for the kick off event is not yet firm. Council will receive a status report on the Foundation at the September 19 Meeting. On September 20, 1993, Council interviewed and selected five members from the Community to serve on the Board of Directors. Two members from the Council were also appointed at that time. The Foundation Bylaws provided that members of the Board shall be selected by a four-fifths (4/5) vote of the City Council. As the expiration date, October 12, 1994, for the terms of two Boardmembers, James Farley and Margarete Thompson, approaches Council should authorize staff to advertise for applicants interested in serving on the Foundation Board. The Board has provided some suggestions for the interview process. Many of the members voiced a concern that the process last year did not allow the Council adequate time to get to know the applicants. Because the interviews were held during a Council meeting, the members did not feel comfortable taking time to ask the Council questions concerning their vision for the Foundation. Staff suggests that the interview be held separate from a Council meeting. Also the Boardmembers wished to develop an application form for prospective members. Last year only a letter of interest was solicited from applicants. The application should provide the Council with more specific information and make it easier for the Council to select the most qualified applicants. Should the Council wish to advertise for applicants, staff recommends that the interviews be held at 5:30 p.m. prior to the October 17 Council Meeting. Staff checked with the city Manager's office, at this time the calendar for that day is clear. This time frame would also allow adequate time to recruit and notify the applicants of the process.
