HUSTON, CITY MANAGER COMMUNITY SERVICES AND COMMD-NITY DEVELOPMENT DEPARTMENT COMMUNITY PARK ON LOT 22, TUSTIN RANCH TRACT #13627 RECOMMENDATION Pleasure of the Council. FISCAL IMPACT There is currently approximately $468,200 in the Park Development Fund for park planning and development activities in East Tustin. BACKGROUND Several neighbors in Tustin Ranch have approached the Council concerning the schedule for the construction of a Community Park proposed to be located on Pioneer Way in East Tustin (see attached exhibit). As described in the Conservation/Open Space/Recreation Element of the General Plan and in the East Tustin Specific Plan, this nine acre park is designated as a passive/nature type facility due to the presence of the site of a 100 year old redwood and cedar tree grove. It would be anticipated to include picnic areas, parking and restroom facilities. A small community/nature center and group picnic area might also be possible but have been identified as secondary level improvements. Council policy has designated that New Construction Tax generated from development in Tustin Ranch be earmarked for the development of. neighborhood parks in the East Tustin area and deposited in the Park Development Fund each year. Of the three neighborhood parks currently planned in East Tustin, two have been completed. Only one remains undeveloped. This is the three acre site along Pioneer adjacent to the Salvation Army Complex in Phase IV of the East Tustin development in the northern part of the East Tustin Specific Plan Area (see attached map). As a condition of approval for Phase IV of the East Tustin development, an additional 2.7 acres has been identified as a parkland reservation adjacent to the remaining undeveloped 3 acre neighborhood park site. This reservation was established to ensure City Council Report Community Park on Lot 22, Tustin Ranch Tract #13627 August 15, 1994 Page 2 that there would be adequate park land dedication under provisions of the East Tustin Specific Plan should future school sites be cleared by the Tustin Unified School District. Under such a release program, school sites could be developed with residential uses instead of schools. Until all decisions are made on the final dwelling unit count and need for school sites in East Tustin, it would seem appropriate for development of the last remaining 3 acre neighborhood park and any adjacent reservation to be developed at one time to ensure cost effective design and construction. There are currently two community parks yet to be developed in East Tustin: a proposed multi-purpose, cultural/open space site of 17 acres between Tustin Ranch Road and Jamboree south of Portola, and the 9 acre passive nature site at Pioneer Way. With the exception of the last neighborhood park, the 9 acre nature site would be the least costly of the two community sites to develop. The 1991 Parks and Projects Financing Report estimated that the 9 acre park could be developed at a cost of approximately $884,890 which included the possibility of a 5,000 square foot nature and group picnic center. Current construction estimates for a full development of the site are estimated at $1,300,000. Annual maintenance costs would be approximately $75,000 annually. As of June 30, 1994 there is currently $542,000 in the Park Development Fund. Approximately $73,800 of this fund is restricted and must be used for specific locational park projects in the City leaving a balance of $468,200 for park planning and development activities.
