AGENDA NO. 18 8-15-94 Inter-Com DATE: AUGUST 15, 1994 TO: FROM: SUBJECT: CITY COUNCIL COM/~ONITY DEVELOPMENT DEPARTMENT OLD TOWN RESIDENTIAL DESIGN GUIDELINES RECOMMENDATION It is recommended that the City Council adopt Resolution No. 94-98 approving Residential Design Guidelines for Old Town Tustin. FISCAL IMPACT Previous Fiscal Year Budgets allocated $25,000 for the preparation of Old Town Design Guidelines. On December 7, 1992, the City C6uncil approved a Professional Services Agreement with Urban Design Studios in the amount of $25,000 for the preparation of Residential Design Guidelines for the residential portion of the City's Cultural Resources District. BACKGROUND~DISCUSSION Attached for the City Council's review and approval is a copy of "Residential Design Guidelines - Cultural Resources District". The Design Guidelines were created to develop the design criteria for the City's Cultural Resource District and create an illustrated guide to assist city staff, property owners, architects and contractors to make design decisions that enhance the character of the Cultural Resources District. Adopted on June 20, 1988 the Cultural Resources Overlay District (Ordinance No. 1001) ensures the maintenance and enhancement of Tustin's Old Town area. The Cultural Resources Overlay District generally covers the area south of First Street east of the SR-55 Freeway, north of Sixth Street and west of Prospect Avenue. The development of Residential Design Guidelines were recommended by the Cultural Resources Advisory Committe~ in 1990 in order to promote the preservation, protection and enhancement of the historic character and culturally significant structures within the Cultural Resources District. The Guidelines are intended to be available as a reference manual to be used when making improvements to historically significant City Council Report Old Town Residential Design Guidelines August iS, 1994 Page 2 residential property located within the Cultural Resource District residential area of Old Town Tustin. The Guidelines are also useful as a basic information tool for non-historically significant properties. The proposed Design Guidelines are intended to be voluntary; property owners and their architects will find them useful in preparing plans for such projects as rehabilitation, additions, landscaping and other improvements to their residences. The Guidelines are meant to provide a comprehensive set of design principles and criteria to assist a property owner in making improvements to their property that are compatible with the character of Old Town Tustin and the Cultural Resource Overlay District. A public hearing notice identifying the time, date and location of the public hearing on this matter was published in the Tustin News. Property owners within the residential portions of the Cultural ResOurces District have received notice of all Cultural Resources Advisory Committee workshops, the July 11, 1994 Planning Commission meeting and tonight's City Council meeting. Notices were posted at the Police Department and City Hall. Review of the Guidelines: A first draft of the Guidelines was prepared and provided to the Cultural Resources Advisory Committee for their comments on April 5, 1994. Committee comments and staff comments were incorporated into a Revised Draft of the Residential Guidelines. The Revised Draft of the "Residential Design Guidelines - Cultural Resources Overlay District" was reviewed by the Cultural Resources Advisory Committee at two advertised public workshops (April 20, 1994 and June 22, 1994). Upon completion of the two workshops, the consultant made changes to the Guidelines which included corrections incorporating public workshop comments. Copies of the Cultural Resources Advisory Committee comments and identification of corrections from both workshops are included in Attachment B, Planning Commission report dated July 11, 1994. At their second public workshop, on June 22, 1994, the Cultural Resources Advisory Committee unanimously recommended approval to the Planning Commission of the Residential Design Guidelines as revised. The Cultural Resources Advisory Committee has prepared a preface to be included in the Final Residential Design Guideline document. The purpose of the preface is to identify previous achievements by the City to preserve cultural resources and introduce the City Council Report Old Town Residential Design Guidelines August 15, 1994 Page 3 Guidelines to the community. A copy of the Introductory Preface is included as Attachment C. In addition to the Introductory Preface the final Guideline document will contain an acknowledgement page, naming Councilmembers, Planning Commissioners, Cultural Resources Advisory Committee members and City staff who reviewed, approved and assisted in the preparation of the document. On July 11, 1994 the Residential Design Guidelines were reviewed and considered by the Planning Commission. The Planning Commission did not make any changes to the Guidelines and recommended to the City Council adoption of the Residential Design Guidelines by Resolution. The authority to approve the Residential Design Guidelines rests with the City Council. Section 9252 (j) of the Tustin City Code provides that the City council may establish, and adopt by Resolution, design criteria and standards for properties in the Cultural Resources District. Section 9252 (j) further states that design criteria may include but not be limited to: acceptable materials, textures, colors, exterior fixtures, appurtenances, accessories and architectural ornamentation. CONCLUSION These Residential Design Guidelines will serve as an effective tool to promote the City's goals to preserve, protect and enhance the existing historic character and culturally significant structures within the Cultural Resources District. Section 9252 (j) of the Tustin City Code adopted by City Council in 1988 provides that the City Council may establish and adopt by Resolution, design criteria and standards for properties in the Cultural Resources District of Tustin. B. The development of Residential Design Guidelines were recommended by the Cultural Resources Advisory Committee in order to promote the preservation, protection and enhancement of the historic character of structures within the Cultural Resources District. The Residential Design Guidelines provide a comprehensive set of design principles and criteria to assist property owners of historically significant homes when making improvements to their property. The Planning Division of the Community Development Department is responsible for performing Design Review for any new construction or major exterior alterations or enlargements of existing structures and issuing Certificates of Appropriateness for projects within the Cultural Resources District. That certain guidelines are needed to assist the Community Development Department when considering and reviewing Design Reviews and Certificates of Appropriateness for rehabilitation of residences within the Cultural Resources District. II. The City Council hereby approves the Residential Design Guidelines for the Cultural Resources District attached hereto as Exhibit A, as policy guidelines for the Community Development Department's use when approving Certificates of Appropriateness and evaluating proposed improvements to properties in the Cultural Resources District in Old Town Tustin. In addition, the guidelines may be used by property owners to protect and enhance the historic character of their residences. ATTACHMENT C Augnst 15, 1994 Dear Readers: The Cultural Resources Advisory Committee is pleased to present "Residential Design Guidelines". The development of Residential Design Guidelines is one more of a continuing effort by the City of Tustin to record and encourage the preservation of the rich historical past of "01d Town Tustln". Previous achievements by the City to enhance, protect and preserve the City's cultural resources have included: Creation of a Cultural Resources Overlay District to the area known as "0Id Town Tustin", 1988 Establishment of a Cultural Resources Advisory Committee comprised of five members representing residential, business and historical interests, 1988 Completion of the Tustin Historical Survey, identifying structures of historical value within the City, 1990 Recognition of Tustin as a Certified Local Government for historic preservation by the State of California, 1991 Completion of an 0Id Town Educational Video promoting the benefits of historic preservation and 01d Town's value as a cultural and educational resource, 1993 In 1990 the Cultural Resources Advisory Committee recommended a number of programs and objectives to the Tustin City Council. One recommendation was to use our committee as a resource for preparation of informational guidelines that would be prepared for those interested in renovating homes in 01d Town Tustin. The Cultural Resources Advisory Committee, has provided extensive input into the development of these *'Residential Design Guidelines". Our primary goal has been to ensure that this document serves as aguide and simplifies the process of making home repairs and preserving important historical resources in Tustin. The document will also be an excellent resource in describing some of the unique cultural/architectural resources we have in "01d Town Tustin". We would like to express appreciation to the City Council for prioritizing projects such as this documenL We also thank Urban Design Studios and Thirtieth Street Architects and staff from the Community Development Department who assisted in the preparation of this document, applied their expertise, and guided our committee through our review process.
