Councilmember Worley requested that the City Council consider the
attached Resolution which is similar to one adopted by the League of
California cities.

RESOLUTION NO. 94-97
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, URGING CONGRESS
TO ADDRESS THE ESCALATION OF ILLEGAL IMMIGRATION
AS A TOP PRIORITY ISSUE
The City Council of the City of Tustin hereby resolves as
follows:
WHEREAS, the escalating numbers of illegal immigrants
crossing the border into California are creating severe
negative fiscal and social impacts upon State and local
governments; and
WHEREAS, statistics indicate the border between Mexico
and the United States at San Diego, California to be the
busiest border crossing in the world, with approximately fifty
percent (50%) of the total United States undocumented
immigrant traffic entering at the San Diego border crossing;
and
WHEREAS, the close proximity of the INS Border Patrol
checkpoint to south Orange County, coupled with facilities
inadequately equipped to detain illegal immigrants at the
checkpoint, have sometimes resulted in high speed chases which
endanger the lives of Orange County citizens; and
WHEREAS, the State and local cost of providing public
services such as criminal justice, public health, education
and social services to illegal immigrants, estimated to be $5
billion, has escalated at an alarming rate, while decreasing
revenue continues to be the prevailing trend at the local
level.
NOW, THEREFORE, BE IT RESOLVED, that the City of Tustin
does hereby resolve that Congress place a high priority on
establishing measures to control illegal immigration at the
border, and expenditures for public services at all levels of
government.
BE IT FURTHER RESOLVED, that the Federal Government is
urged to establish an INS Border Patrol checkpoint which can
adequately detain the influx of illegal immigrants, thereby
enhancing enforcement and the safety of our citizens.
BE IT.FURTHER RESOLVED, that the City Council of Tustin
does hereby request Congressmembers Cox and Dornan to
coordinate with other members of the California Congressional
delegation in introducing legislation necessary to address the
problems caused by the escalation of illegal immigration.
