HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION RESOLUTION NO. 94-85 APPROVING THE INCLUSION OF THE CITY INTO A COUNTYWIDE RECYCLING MARKET DEVELOPMENT ZONE PROGRAM RECOMMENDATION It is staff's recommendation that the City Council adopt Resolution No. 94-85, approving the inclusion of the City of Tustin in a Countywide Recycling Market Development Zone. FISCAL IMPACT There is no fiscal impact on the City of Tustin. BACKGROUND AND DISCUSSION In 1990 the Governor and Legislature of the State of California adopted SB2310 (Bergeson) establishing the California Recycling Market Development Zone (RMDZ) program. The purpose of the Act is to stimulate the recycling of postconsumer waste materials generated in California. Designation as a RMDZ will provide benefits to local businesses that use secondary materials in their manufacturing process, including Iow interest loans, technical and marketing assistance, and information sharing. This program would encourage recycled materials to be remanufactured into new products within the RMDZ thus closing the recycling loop. In addition, participating in the application for designation as a RMDZ will demonstrate to the State that the City of Tustin is making a good faith effort at meeting the mandates of AB939. Katze~Pltcher Administrative Assistant II the application for designation as a RMDZ, the support through resolution of each City KP:ccg:recypro Attachment 1 2 $ 4 5 6 7 8 9 10 11 12 14 15 16 17 18 19 2O 21 ')4 26 27 28 RESOLUTION NO. 94-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE INCLUSION OF THE CITY INTO A COUNTY RECYCLING MARKET DEVELOPMENT ZONE PROGRAM WHEREAS, on December 2, 1991, the Council of the city of Tustin approved the Source Reduction and Recycling Element (SRRE) for the city; and WHEREAS, the SRRE called for economic development opportunities in the city as a measure necessary to improve local and regional markets for recovered materials; and WHEREAS, implementation of the SRRE will result in the dramatic increase in the quantity and types of materials recovered from diversion programs instituted in conjunction with the California Integrated Waste Management Act of 1989 (AB939); and WHEREAS, the County and cities are proposing to act as joint lead agencies in a Countywide Recycling Market Development Zone (RMDZ); and WHEREAS, the RMDZ boundaries would encompass all unincorporated and incorporated areas of Orange County; and WHEREAS, the creation of the Countywide RMDZ would enhance the employment and economic development goals of the lead agencies; and WHEREAS, current and planned city waste management practices, programs and conditions are favorable to the development of post-consumer waste materials; and WHEREAS, designation of the proposed Zone as a RMDZ is necessary to assist in attracting and developing recycling businesses within the County; and NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Tustin hereby supports the inclusion of the city into a Countywide Recycling Market Development Zone Program.
