RESOLUTION NO. 94-93 AMENDING THE CLASSIFICATION PLAN
RECOMMENDATIONS:
Adopt Resolution No. 94-93 amending the Classification Plan of the City of Tustin to
include the non-management position of Project Manager-Housing.
2. Approve compensation of Project Manager-Housing as follows:
Step A $4175
Step B 4384
Step C 4603
Step D 4833
Step E 5075
FISCAL IMPACT:
Since this position has already been funded as a contract position, the only impact to the budget
will be funding benefits. This position is funded through the Redevelopment Agency. There
are funds in the housing set-aside fund of the Agency to cover the cost of salary and benefits.
DISCUSSION:
As mentioned above, this position was originally funded as a contract position but due to the
workload and the current status of Agency housing programs, this contract position is being
converted to a full time regular position. With the number of housing programs being provided
by the Redevelopment Agency, it will be more cost-effective to administer programs by a
regular full time employee.

To establish an appropriate salary for this new classification, staff conducted a survey to find
comparable positions within our ten survey cities to determine market median. This will be a
non-exempt position reporting to the Redevelopment Program Manager.

RESOLUTION NO. 94-93
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE
CLASSIFICATION PLAN
WHEREAS, the City adopted a Classification Plan in 1984
by adopting Resolution No. 84-63; and '
WHEREAS, it is desireable and appropriate to revise and
update the Classification Plan when appropriate;
NOW, THEREFORE, the City Council of the City of Tustin,
California, does hereby resolve that the Classification Plan
of the City of Tustin, dated August 20, 1984, is hereby
amended to include the classification of Project Manager -
Housing, as outlined in the attached job description.
Passed and adopted at a regular meeting of the Tustin
City Council held on the 1st day of August, 1994.

REDEVELOPMENT PROJECT MANAGER
Definition
A non-management position under the general direction of the
Redevelopment Program Manager, Division Head in the Community
Development Department, the Project Manager is responsible for
performing a variety of duties related to redevelopment.
Example of Duties
The project manager will assist the Redevelopment Program Manager
in coordinating redevelopment projects and programs; housing
implementation activities, and administrative functions of the
Agency. Other duties may include preparing bid packages; managing
construction projects and contracts; assisting with property
acquisition, financing and relocation; administering federal, state
and local programs; monitoring and analyzing State and Federal
legislation; preparing requests for proposals and administering the
proposal process; preparing reports, recommendations and memoranda
and performing other duties as assigned.
Minimum Qualifications
Education/Experience
Bachelor's degree in urban planning, economics, business or public
administration or a related field and three years of increasingly
responsible experience in redevelopment, community development,
planning, real estate acquisition and/or development, commercial
and housing rehabilitation, economic development and/or closely
related fields.
Knowledqe of
Principles and practices of redevelopment and economic development;
real estate development and finance; California community
redevelopment and federal and state rehabilitation law, programs
and regulations; business retention and recruitment programs;
downtown revitalization and housing development and rehabilitation
programs; principles, practices and methods of public
administration, budgeting, purchasing, property management,
financial procedures regulations; and loans pertaining to real
estate, loan management and property improvements.
Ability to
Understand, apply and administer existing federal, state and local
laws and regulations regarding real estate, property management and
redevelopment; determine appropriate methods to provide
construction rehabilitation programs most effectively and
efficiently; analyze and interpret development proformas, financial
statements, market studies, plans, specifications and bid
documents; work effectively and cooperatively with business and
property owners, developers, City staff, City boards and
commissions and others; write accurate and concise technical
reports and memoranda; manage consultants; make effective verbal
presentations; establish and maintain effective and cooperative
working relationships with the public while maintaining compliance
with federal, state and local laws, regulations, policies and
procedures.
Possession of
Valid California Drivers License
