HUSTON, CITY F~%NAGER COMMUNITY DEVELOPMENT DEPARTMENT BALLOON FESTIVAL RECOMI~ENDATION Pleasure of the City Council. BACKGROU19D As you may aware, Korff Enterprises representing Smith Food King and The Irvine Company submitted an application to the City related to a proposed Smith's Festival of Ballooning proposed to be held in Tustin Ranch September 23-25. Korff Enterprises has been informed that their application is incomplete and they have been asked to respond to comments and concerns from various City departments by June 28, 1994. At this time, a License and Permit Board hearing has been scheduled for August 10, 1994 at 4:00 p.m. in the Council Chambers at 300 Centennial Way. City representatives met with the event orqanizer on July 25th and reviewed a number of issues still outstanding related to the event and reviewed with the organizer the needed information required to be submitted by July 28th. It is our understanding that the organizer has recently proposed a change in the event location to an approximate 30 acre triangular plot of undeveloped land owned by The Irvine Company that is bordered by Tustin Ranch Road, Jamboree and Portola Parkway. No additional alternative site has been studied for the event by the organizer. Parking for the event is proposed to take place on an adjacent parcel behind Fire Station 43 and also on adjacent and distant parcels in the County of Orange east of Jamboree Road. Shuttle buses are proposed to be utilized to transport attendees to the proposed event site from these parking annex locations. City Council Report Balloon Festival August 1, 1994 Page 2 In addition to ballooning activities, big name acts have been secured for the event as follows: Friday - Randy Travis Saturday - Beach Boys Sunday - Oldies Show with Supremes, Turtles and Gary Puckett The organizer anticipates a minimum of 50,000 attendees over the three days of the event and a maximum of 200,000 attendees.
