HUSTON, CITY MANAGER PERSONNEL SERVICES RESOLUTION NO. 94-79 AMENDING THE CLASSIFICATION PLAN RECOMMENDATIONS: Adopt Resolution No. 94-79 amending the Classification Plan of the City of Tustin to include the non-sworn, non-management position of Lead Communications Officer. 2. Approve compensation of Lead Communications Officer as follows: Step A $2851 Step B 2994 Step C 3143 Step D 3300 Step E 3465 This additional position in the Police Department is being funded in the 1994-95 budget. Since this position will most likely be filled from a pool of applicants promoting from the classification of Communications Officer, it will most likely be filled above A-step. Depending on how soon after the fisea: year that the position is filled, the cost will be approximately $33,000 to $40,000. DISCUSSION: With the addition of two additional Communications Officers which were approved by Council on May 2, 1994, the total number in this classification will increase to eleven. The Support Services Supervisor has eight Records Clerks, a Records Shift Coordinator, and three Non-sworn Investigators besides the Communications Section reporting to her. The Records Section has a coordinator that helps with the supervision and scheduling and this lead person wilt help with the Communications Section in the same way. William A. Huston, Resolution 94-79 Report Page 2 To establish an appropriate salary for this new classification, staff conducted a survey to find comparable positions within our ten survey cities to determine market median. Internal alignment was also considered in establishing placement on the salary schedule. The market median was found to be very close to ten percent above the Communications Officer and this is consistent with internal alignment practices for this position and Departmemt. Bettie Correa Senior Personnel Analyst BMC3:CO_LEAD.RPT 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 94-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN WHEREAS, the city adopted a Classification Plan in 1984, by adopting Resolution No. 84-63; and WHEREAS, it is desireable and appropriate to revise and update the Classification Plan when appropriate; NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve that the Classification Plan of the City of Tustin, dated August 20, 1984, is hereby amended to include the classification of Lead Communications Officer, as outlined in the attached job description. LCO CITY OF TUSTIN LEAD COMMUNICATIONS OFFICER DEFINITION Under general direction from the Support Services Supervisor, the Lead Communications Officer is a working supervisory position responsible for the coordination and training of a Communications Section shift staff and the duties of its personnel. Examoles of Duties Coordinates police communications for the shift of assignment; performs the duties and responsibilities of a Communications Officer; assists in implementing computer applications; assist in computer maintenance tasks; supervises, evaluates and prepares performance evaluations on subordinates; provides training for new Communications Officers; identifies communications section equipment needs; responsible for maintenance of communications equipment and computers including CAD, Card Access Computer, and 24-hour tape logger; maintains an adequate inventory of forms, equipment, and supplies;files and updates all data, maps diagrams and reference materials. MINIMUM QUALIFICATIONS Educafion_.~_~pe~ence Graduation from High School, or G.E.D. equivalency, supplemented by three {3) years of experience as a police dispatcher. Knowledqe of Police communications equipment; activities and functions performed by a police department; computer applications for a police department, Computer Aided Dispatching; general law enforcement practices; municipal government operations; effective supervisory techniques; local, state, and national regulations pertaining to communications systems; police dispatching procedures. Skill in Training and instructing others in the technical operation of communications equipment; supervising and evaluating subordinate personnel; communicating effectively both orally and in writing; establishing effective working relationship with those contacted in the course of work; planning, coordinating and assisting in the administration of short and long range development and operational goals for the police communications system. ADDITIONAL REQUIREMENT Incumbent must be able and available to work all shifts, as well as, holidays and weekends, as assigned. JD:LEADCOM*OFC
