At this time members of the public may address the Commission regarding any items not on the agenda and within the subject matter jurisdiction of the Commission (NO action can betaken off-agenda items unless authorized by law). IF YOU WISH TO ADDRESS THE COMMISSION ON ANY HATTER, PLEASE FILL OUT ONE OF THE CARDS LOCATED ON THE SPEAKER'S TABLE SO THAT YOUR REMARKS ON THE TAPE RECORDING OF THE MEETING CAN BE ATTRIBUTED TO YOU. Presentation: Daniel Fox, Senior Planner Commissioner Butler moved, Kasalek seconded, to approve Design Review 94-018 and Variance 94-007, by adopting Resolution No. 3284 as submitted. Motion carried 5-0. Planning Commission Action Agenda July 11, 1994 Page 3 3. Modification to Conditions of APProval to Allow Time Extensions for Desian Review 88-70 and Variance 89-19 Recommendation -It is recommended that the Planning Commission approve a modification to Condition No. 1.1 of Resolution No. 3232 to allow a six-month extension of Design Review 88-70 and Variance 89-19 by adopting Resolution No. 3286, as submitted or revised. Presentation: Daniel Fox, Senior Planner Commissioner Baker moved. Stracker seconded, to allow a six-month extension of Design Review 88-70 and Variance 89-19, by adopting Resolution No. 3286 as submitted. Motion carried 5-0. REGULAR BUSINESS: 4. Old Town Residential Design Guidelines APPLICANT: LOCATION: ENVIRONMENTAL STATUS: REQUEST: CITY OF TUSTIN 300 CENTENNIAL WAY TUSTIN, CA 92680 CULTURAL RESOURCES DISTRICT, OLD TOWN TUSTIN THE DESIGN GUIDELINES AS A "NON-PROJECT" ARE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. ADOPTION OF RESIDENTIAL DESIGN GUIDELINES Recommendation - It is recommended that the Planning Commission recommend that the City Council adopt the Residential Design Guidelines by Resolution. Presentation: Rita Westfield, Assistant Director, Development Department Community Commissioner Butler moved, Baker seconded, to recommend that the City Council adopt the Residential Design Guidelines by Resolution. Motion carried 5-0. STAFF CONCERNS: 5. ReDort on Actions taken at July 5, 1994 city Council Meetinq Staff reported on the subject agenda. The next meeting of the Commission will include the new appointments and staff thanked out going members Stracker and Butler for the service they had given during their terms. Staff encouraged their continued involvement in the community through joining in some of the other volunteer groups which serve the City. Planning Commission Action Agenda July 11, 1994 Page 4 Staff suggested that prior to the beginning of the next Commission meeting a reception be held, beginning at 6:15 p.m. in the Chamber conference room, in order to get acquainted with the newly appointed members. CONCERNS: Commissioner Kasalek Thanked Commissioners Butler and Stracker and wished them well adding that they had been outstanding professionals with a positive influence on the Commission and that she was sorry to see them go. Commissioner Stracker Stated that he had appreciated his time on the Commission and added that he thought the City had an excellent and very professional staff which he found always able to answer his questions even if they were at times probing. He thanked staff, the community and the council for the support that had been given to him. Commissioner Baker - No comments. Commissioner Butler Asked for clarification on the Ail Star Lube and Tune property right-of-way acquisition. Staff will recommend the required dedication along E1 Camino Real. City Council has asked staff to try to reach an acceptable compromise with the applicant. It seems possible that elimination of dedication requirements on Red Hill Avenue might be justified. Acquisition of Red Hill Avenue would not need to be negotiated at this time until a construction project moved forward, since the site plan accommodates and preserves the righ~-of-way without actually having to take the dedication now. Thanked staff and expressed enjoyment in working with everyone. He stated that he would be applying as a Planning Commissioner in the future since he has enjoyed doing the job. Planning Commission Action Agenda July 11, 1994 Page 5 Commissioner Wei] Stated that she felt the feeling was mutual on the part of everyone and that both Conuuissioner Stracker and Butler would be missed. Noted that there was tall grass and weeds in the strip between Pepper Tree and Tustin Meadows. Staff noted that Irvine Company was the owner and that they were on a quarterly maintenance program. Staff will have the Public Works Department contact them. ADJOURNMENT: Commissioner Baker moved, Stracker seconded, to adjourn the meeting at 7=$4 p.m. Motion carried 5-0. The next regular meeting of the Planning Commission is on July 25, 1994 at 7:00 p.m. in the City Council Chambers at 300 Centennial Way, Tustin.
