RECOMMENDATION:
Authorize staff to issue a check to the Tustin Area Senior Center Fund,
Inc. in the amount of $3,800 from the Water Enterprise Fund to
acknowledge the'senior volunteers who have helped the City over the past
nine months-and, authorize the continuance of the current arrangement as
long as it continues to be of mutual'benefit to both parties.
FISCAL IMPACT:
No fiscal impact. Funds appropriated'for 1993-94 fiscal year.
DISCUSSION:
The City's Water Enterprise switched from a computer generated self
mailing, billing format to a more traditional bill and return envelope
format early in 1993. To avoid the capital expense of acquiring new
equipment, we began utilizing outside vendors to stuff and mail the new
bills. Due to difficulties with the vendor, it Was decided to identify
alternatives.
Because of the past successes of utilizing senior volunteer's for various
activities, we struck on the idea of approaching the Senior Center and
asking if they might want to provide volunteers to help us out and we
would make a donation to the Senior Center Fund in return. Community
Services staff assisted .us last October in arranging for seniors to
stuff the envelopes. Since using senior volunteers, we have not had a
single complaint from water customers. The bills have been getting out
on time and we. can reconcile the bills mailed with the number printed.
The senior volunteers take their job quite seriously and are very
conscientious about their work. They see their volunteered time
significantly benefiting the Senior Center because of the "donation" the
City will make as a way of thanking them for helping us out.

I would like to continue to use senior volunteers with the City making
another donation to the Tustin Area Senior Center Fund during 1994-95.
