HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION REQUEST FOR PERMIT PARKING ON ROSALIE DRIVE AND QUENT DRIVE. RECOMMENDATION: It is recommended that the City Council, at their meeting of June 20, 1994, approve the request for permit parking on Rosalie Place and Quent Drive, and direct City Staff to prepare the necessary documentation to amend City Code Section 5331 to designate these streets with on-street parking by permit only. FISCAL IMPACT: It is estimated that the cost to install permit parking signs on the subject streets is approximately $600.00. Funds are currently available in the Public Works/Engineering Division and Field Services Division budgets to accommodate this work. BACKGROUND: In May 1994 the City received a telephone call from Mr. Schoff of 14192 Rosalie Place expressing concern with the on-street parking of vehicles overflowing from the apartment complexes on Mitchell Avenue in the area of the subject streets. He further requested that the City investigate the possibility of designating Rosalie Place and Quent Drive with on-street parking by permit only. The subject streets are located off of Mitchell Avenue east of Red Hill Avenue (see attached exhibit). Mr. Schoff has provided signatures (attached) of residents on both streets that support permit parking on the subject streets. All of the residents on Rosalie Place and seven of the eight residents on Quent Drive have supported permit parking on their streets. DISCUSSION: Section 5331 (n) of the Tustin City Code currently provides for parking by permit only on Heatherfield Drive and Sandwood Place between Mitchell Avenue and Cloverbrook Drive. The residents on those streets are issued special parking permits for their personal use as well as their guests by the Tustin Police Department to park on the streets between the hours of 2:00 a.m. and 6:00 a.m., seven days a week. It is envisioned that permit parking on Rosalie Place and Quent Drive would be consistent with permit parking in the other aforementioned areas of the City. This measure has been effective in eliminating concerns of the residents regarding the overflow parking from the apartments and condominiums in the area. William A. Pursuant to our recent telephone conversation regarding the noted subjeCt, I have attached an exhibit which could be used to obtain signatures of property owners who support permit parking in the area. As you are aware, there is currently permit parking on Heatherfield Drive and Sandwood Place, and permit parking for Rosalie Place and Quent Drive would be consistent with those streets. As we have discussed, the City would need concurrence of the property owners on the affected streets and would then present the matter to the City Council for their consideration.
