SUBJECT: MEMBERSHIP OF THE ECONOMIC DEVELOPMENT COUNCIL
RECOMMENDATION
It is recommended the City Council~confirm the recommendations of
the Economic Development Council concerning new members of the
Council.
FISCAL IMPACT
There is no compensation for members of the Economic Development
Council. Therefore, there is no fiscal impact resulting from this
action.

BACKGROUND "
In Spring, 1993, the City Council formed an EConomic Development
Council (EDC) to work with the City'in expanding and strengthening
the economic base of the community. Deliberations and actions of
-~the EDC are recommendations to the City Council. The City Council
aPpointed members to the EDC representing various economic
interests in the community.
The EDC has spent its first year becoming acquainted with the
economic policies of the City and Redevelopment Agency and
assisting the City in recommending policy in this area. Among the
activities, programs and projects the EDC hDs reviewed are:

1. The closure and re-use planning activities for Marine
Corp Air Station, Tustin.
2. California State R6development Law.
3. Redevelopment policies and project areas.in Tustin.

Specific applications of Tustin's redevelopment
activities as they relate to Micro Center, the Thompson
Building, the Farmer's Market and housing projects.
5. Economic development policies in the new General Plan.

6. Economic development activity in Old Town.
7. Tustin's Housing Affordability Strategy.

The general process for planning for economic development
.in Tustin.
9. The City of Santa Ana's Enterprise Zone.
10. The activities of the Orange County Economic Development
Consortium and the benefits of participating in the
consortium.
11. The Clinton Administration's initiative to create
Empowerment Zones and Enterprise Communities.
12. Business assistance available 'to businesses in Tustin
through other governmental agencies, educational
institutions and non-profit corporations.
13. Southern California Edison's efforts to apply cutting-
edge technology to business operations to conserve energy
and comply with regional regulatory requirements.
14. Assistance available to businesses in Orange County in
complying with environmental regulations.
In addition to the education the EDC has garnished over the last
year, the EDC has participated in a number of activities which
support a strong economic development program within the City.
These activities have included:
Preparation of an implementation outline to assist the
City in planning for economic development.

Discussion and preparation of a listing of the strengths
of the City of Tustin to be used as the basis of a
marketing survey.

Discussion and preparation of a listing of the weaknesses
of the City of Tustin.
4. Review and comment on a Business Retention Survey form.
5. Distribution of the Business Retention Survey.

Review of the preliminary results of the Business

7. Tour of Southern California Edison's Customer Technology
8.- Recommended City participation in the Orange County
Economic Development Consortium. (The recommendation was
accepted by the City Council and the application has been
submitted).
For the past three months, the EDC has been reviewing its
structure, its purpose and its ability'to provide the City with its
best efforts. ' To this end, the EDC has recommended restructuring
itself to include three working committees (see Exhibit A). The
majority of the work of the EDC will take place in these
committees. The Committees will then make recommendations to the
EDC who will, in turn, make recommendations to the City Council.
The~ three committees which the EDC has established, and their
responsibilities are:
MARINE BASE MARKETING COMMITTEE
This subcommittee will review the base re-use plan and the
marketing studies which have been generated by the Re-use Task
Force. It will then develop a marketing strategy for the
disposition of the base property to be turned over to private
developers.
BUSINESS RETENTION AND ASSISTANCE COMMITTEE
This subcommittee will develop an on-going method to establish
dialogue between the City and the business community and
implement the recommendations. It will analyze the results of
the business retention survey and then develop a program for
providing assistance to businesses through the coordination of
existing city services, and the use of outside profit, non-
profit, public and quasi-public (i.e, utilities)
organizations. It will develop business retention strategies
and will be the liaison with other business retention
organizations, such as the City Redevelopment Staff, Tustin
Chamber of Commerce, State Commerce and Trade Agency and the
County Economic Development Consortium.

BUSINESS ATTRACTION SUBCOMMITTEE
This subcommittee will develop programs to attract businesses
in the City, in coordination with the other committees.
Similar to the MCAS Marketing Committee, it will analyze
existing market data concerning the City and assist in
developing a generalized marketing program. It would also
assist in the development of the general marketing information
for the City. As part of the subcommittee there would be an
ad-hoc "Red Team" function which would be used to provide
direct,.focused intervention with specific businesses thinking
of locating in the City. The specific members of a "red team"
would vary based on the nature of the business being targeted
and may include both EDC Council members as well as non-
members, when needed.
DISCUSSION
The current membership of the EDC reflects the original
appointments by the City Council and those members, who have been
able to maintain active participation during the past year as
follows:

The EDC, in its reorganization discussions, believes that it is
necessary to expand their membership to include additional economic
interest in the commUnity so that there is adequate representation
on the subcommittees. It has determined the areas for expansion
and has recommended specific individuals, organizations or
companies to be included on the EDC. The economic interests it
wishes to include are:
A commercial brokerage
An industrial park owner
A job training provider
A major residential developer
A representative of TEAM
Communications Media
A marketing/public relations firm
A distribution firm
An import/export firm
A representative from Old Town
A human resource manager

At its meeting of May 4, 1994, the EDC identified specific
individuals ~epresenting these interests. While some have not been
formally contacted to obtain their concurrence to serve, most of
them have been contacted and indicated their willingness to serve
on the EDC. In order to allow the EDC to expeditiously move
forward on its work at .its June 15 meeting, the staff recommends
the City Council confirm those who have already agreed to serve.
The remainder of the proposed members will be recommended to the
City Council at its June 20th meeting.
