BACKGROUND'

At the City Council meeting of May 2, 1994, staff was directed to
advertise for applicants to fill term expirations/replacements on
the Planning Commission, Parks and Recreation Commission and the
Water Corporation Board of Directors. The Tustin News and Tustin
Weekly published articles informing the.:public of these .vacancies
and provided information on duties 'and -qualifications. The
deadline for submitting applications to serve on both Commissions
was MaY 25th. (The application deadline 'for Water Corporation
Board is June 30th and staff will .agendize those applications for
Council consideration on July 5th).

Attached for Council review is the May 16 staff report outlining~-'--
the specific Commission/committee term--" ~xpirations and
replacements.
At the close of deadline, the following individuals had expressed
interest and their applications are attached for City Council
consideration:

BACKGROUND:
The following Commission/Committee term expirations will occur
on July 18 or vacancies have already been created due to

As directed by the City Council at their May 2, 1994 meeting, staff
.has placed advertisements in the Tustin News and Tustin Weekly .
informing residents of these vacancies. The advertisements request
that applications be submitted for Commission vacancies by May 25th
and June 30th for the Water Board (Attachment A). At the first
City Council meeting following the deadlines, staff will agendize
the applications for City Council action.
During the last replacement process for Commission/Committee
vacancies, some Councilmembers had e.xpressed confusion when using
the current balloting-system (Attachment B) and questioned if a
public written ballot was necessary. A public written ballot is
not required; however, City Council votes to appoint a
Commission/Committee member are required to be part of the public
record.

over 16 years. I understand the timely needs of private citizens as well as developers
and builders.

We have some important planning issues facing our city in the near
future such as the MCAS Base closure~and continuing development in
East Tustin. I believe that~ it is important to maintain some

creating projects, where none were thought to exist.

Developed a Home Trade-in Program wherein Presley
would sell their standing inventory and take in
trade homes for resale. Over Sixty (60) homes were

the MCAS Tustin Base Reuse Task Force.

-My service to the City on the Commission began in September of 1992. I have brought to the
Commission an objective perspective on the numerous, often difficult issues that have come
before us; a commitment to quality development in Tustin; and a keen sensitivity to legislative
requirements and emerging legislative issues. ~.
Objective Perspective
The Planning Commission carries out the 'POlicies and mandates of the City Council. From this
perspective, I have tried to share' with the Commission. _and colleagues my views and
observations that result from my long experience in public works, transportation, project
development, and traffic engineering. This experience includes many years as a City Engineer,
City Traffic Engineer, and professional engineering consultant giving me a basic understanding.
of the issues that come before the Commission and Task Force.' This perspe_ctive has proven
to be especially useful in making carefully considered decisions on the City's General Plan
Update, Tustin Market Place development proposals, Specific Plan Amendments, new design
guidelines/standards for East Tustin Development, and the MCAS Tustin Land Use proPOsals.
My experience in transportation and traffic engineering proved invaluable in discovering errors
in the General Plan Circulation Element land use and vehicle trip generation. This discovery
resulted in a remn of the traffic model and more accurate projected street volumes.
I contributed to the development of sound recommendations for specific traffic improvements
now being implemented at the Tustin Market Place on East Street near Taco Bell and Black
Angus and on West Street near Home DePOt and Beacon Bay Car Wash. These improvements
have significantly reduced the congestion along El Camino Real in this area, and is providing
an enhanced environment for businesses in the Market Place.

Commitment to Quali~ Development in Tustin
Throughout my service on the Commission I have taken a strong stand on detailed review of
projects to ensure that they adhere to the letter and spirit of Council policies and mandates for
quality development in East Tustin and the City as a whole. Creating lasting quality and an
excellent image for the City is especially important as we oversee orderly growth and
development.
We recently approved amendments to the East Tustin Specific Plan that provide for altered
standards to accommodate patio homes. While these changes denote a flexibility in design
standards for East Tustin development, they, like all others, must be meticulously reviewed on
a case-by-case basis to ensure the quality and image that we all seek and insist upon. Review
of the proposals .for the re_use of MCAS Tusfin obviously will demand equal care and attention.
Keen Sensitivity. to-Le_~!ative Reqnirements and Emergin~ Le~slative l~gu~
I am continuing my longtime involvement with the California League of Cities. Mr. Bob
Bartlett, Mayor of Monrovia and President of the League appointed me to the League's Policy
Advisory Committee on Transportation and Public Works. This committee provides input to
league staff on State and Federal legislation involving transportation and public works. These
meetings are held five times per year, alternating in Los Angeles, and Oakland areas, and I have
been attending them with no expense to the City.
My involvement in this committee has enabled me to alert the City staff of new legislative
and/or regulatory requirements that may be imposed on the City by State and Federal agencies.
:_ By being a part of this important committee, I can continue, to be a valuable conduit of-
information for the City of austin and likewise, I can use my membership on it to bring to the
Committee the positions and concerns of the City of Tustin.
I remain firmly committed to serving the City on the Planning Commission. I am confident of
my ability to serve objectively and to serve well the diverse interests in our City. I feel very
strongly that the combination of my long experience in City government and the past two years
of work on the Commission, including, the past few months as Vice Chairperson, will be a fn'm
foundation for serving on the Commission for another term.

Mr. Stracker brings unique project management capability to transportation
projects, as he is a licensed civil and traffic engineer. He has extensive
experience in major street upgrades including traffic design, and boasts a broad
