The Tustin News and Tustin Weekly published articles informing the.:public of these .vacancies and provided information on duties 'and -qualifications. The deadline for submitting applications to serve on both Commissions was MaY 25th. (The application deadline 'for Water Corporation Board is June 30th and staff will .agendize those applications for Council consideration on July 5th). . Attached for Council review is the May 16 staff report outlining~-'-- the specific Commission/committee term--" ~xpirations and replacements. At the close of deadline, the following individuals had expressed interest and their applications are attached for City Council consideration: Planning Commission: Jane Anderson,. The advertisements request that applications be submitted for Commission vacancies by May 25th and June 30th for the Water Board (Attachment A). At the first City Council meeting following the deadlines, staff will agendize the applications for City Council action. During the last replacement process for Commission/Committee vacancies, some Councilmembers had e.xpressed confusion when using the current balloting-system (Attachment B) and questioned if a public written ballot was necessary. A public written ballot is not required; however, City Council votes to appoint a Commission/Committee member are required to be part of the public record. I have brought to the Commission an objective perspective on the numerous, often difficult issues that have come before us; a commitment to quality development in Tustin; and a keen sensitivity to legislative requirements and emerging legislative issues. ~. Objective Perspective The Planning Commission carries out the 'POlicies and mandates of the City Council. From this perspective, I have tried to share' with the Commission. _and colleagues my views and observations that result from my long experience in public works, transportation, project development, and traffic engineering. This discovery resulted in a remn of the traffic model and more accurate projected street volumes. I contributed to the development of sound recommendations for specific traffic improvements now being implemented at the Tustin Market Place on East Street near Taco Bell and Black Angus and on West Street near Home DePOt and Beacon Bay Car Wash. These improvements have significantly reduced the congestion along El Camino Real in this area, and is providing an enhanced environment for businesses in the Market Place. We recently approved amendments to the East Tustin Specific Plan that provide for altered standards to accommodate patio homes. While these changes denote a flexibility in design standards for East Tustin development, they, like all others, must be meticulously reviewed on a case-by-case basis to ensure the quality and image that we all seek and insist upon. Mr. Bob Bartlett, Mayor of Monrovia and President of the League appointed me to the League's Policy Advisory Committee on Transportation and Public Works. This committee provides input to league staff on State and Federal legislation involving transportation and public works. These meetings are held five times per year, alternating in Los Angeles, and Oakland areas, and I have been attending them with no expense to the City. My involvement in this committee has enabled me to alert the City staff of new legislative and/or regulatory requirements that may be imposed on the City by State and Federal agencies. :_ By being a part of this important committee, I can continue, to be a valuable conduit of- information for the City of austin and likewise, I can use my membership on it to bring to the Committee the positions and concerns of the City of Tustin.
