THROUGH 4 ) lo VESTING TENTATIVE TRACer .MAP 1~.'!.~.7 (IRVINE APARTMENT COMMUNITIES)- The applicant proposes to subdivide an 18.02 gross acre site into 8 numbered lots and 6 lettered lots to accommodate 436 condominiums which would be leased as apartments. The site is bounded by Robinson Drive on the south, Tustin Ranch Golf Course on the north and east, and Tract 13835 consisting of ultimately 282 condominiums to the east. Recommendation by the Community Development Department: a. Approve Vesl Tentative Tract Map No. 14 Resolution NO..,4-57, as submitted or revised- by adopting the following RESOLUTION NO. 94-57 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP NO, 14447 CODE AMENDMENT 94-2, REGULATION OF OUTDOOR VENDING ACTIVITIES, PUSHCARTS AND OTHER PORTABLE VENDING DEVICES As a result of a Community Improvement Partnership PrOgram report, the City Council adopted Urgency Ordinance No. 1088 ir~ May of 1992 which immediately established interim regulations for pushcarts. After an extension to the Urgency Ordinance, the maximum extension allowed under State law, the interim measure will .expire on May 18, 1994. Consequently, staff was directed to develop a permanent ordinance. .Recommendation by the Community Development Department: a. The City has been notified it would receive $494,000 in CDBG funds for the 1994-95 funding year. Recommendation- Adopt the following Resolution No. 94-54 approving the application for the proposed use of Community Development Block Grant funds for fiscal year 1994-95 as recommended by the Community Development Department: RESOLUTION NO. 94-54 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE CITY'S 1994-95 APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND AUTHORIZING Council Agenda 2 May 16, 1994 e SUBMISSION OF .;H APPLICATION TO HOUSING AND URBAN DEVELOPMENT THE I )ERAL DEPARTMENT OF ZONE CHANGE 94-1, ORANGE COUNTY TEACHERS FEDERAL CREDIT UNION The applicant is proposing to amend the Pacific Center East Specific Plan (PCESP) to change the Land Use Designation for Planning Area' 14 from "Technology Center" to "Regional Center" and to establish a Concept Plan for Planning Areas 11 and 14 of the PCESP. AUTHORIZATION FOR DESTRUCTION OF ORIGINAL COPIES OF COMMUNITY DEVELOPMENT DEPARTMENT RECORDS WHICH HAVE BEEI~ MICROFILMED Recommendation: Authorize the" destruction of certain original building plans, calculations, permits, and correspondence which have been microfilmed as recommended by the. Community Development Department. . . EXTENSION OF PLAN CHECKING CONSULTANT CONTRACTS Recommendation: Authorize the City Manager to execute an extension of the existing plan checking consultant contracts with B.S.I. Consultants, Inc.; Hunsaker & Associates, Inc.; and Melad & Associates for an additional one-year period from July 1, 1994 through June 30, 1995 as recommended by the Community Development Department. AWARD OF CONTRACT FOR JAMBOREE ROAD WIDENING BETWEEN I-5 FREEWAY AND EL CAMINO REAL Recommendation: Award the contract for subject project to Giilespie Construction, Costa Mesa, in the amount of $132,795.30 as recommended by the Public Works Department/Engineering Division. PROFESSIONAL SERVICES - RAWLINGS RESERVOIR REPAIR Recommendation: Approve Addendum No. 3 to the Professional Services Agreement with the firm of Robert Bein, William Frost and Associates, dated March 21, 1991, for design and construction inspection services for repair of the retaining wall at Rawlings Reservoir as recommended by the Public Works Department/Engineering Division. REGULAR BUSINESS ( ITEMS 20 THROUGH 25 ) 20. ORDINANCE NO. 1116, ZONING ADMINISTRATOR Ordinance No. 1116' had first reading by title only and introduction at the May 2, 1994 City Council meeting. Recommendation: Have second reading by title only and' adoption of the following Ordinance No. 1116 (roll call vote): .. · ORDINANCE NO. 1116 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING SECTION 9299, A PORTION OF CHAPTER 2 OF ARTICLE 9 OF THE TUSTIN CITY CODE RELATED TO THE OFFICE OF THE ZONING ADMINISTRATOR 21. LEGAL ADVOCACY Latest report of the League of California Cities' Legal Advocacy Committee with the summaries of six cases and the Committee's recommendation regarding joinder in amicus curiae briefs. Recommendation: Pleasure of the City Council. 22. COUNCIL VOTING PROCEDURE TO FILL COMMISSION/COMMITTEE VACANCIES During the last replacement process for Commission/Committee vacancies, some Councilmembers had requested review of the current balloting system. YORBA STREET Fi TREE REMOVALS In 1991, the City Council authorized the removal of ali of the ficus trees along the easterly side of Yorba Street over a three phase/year program, and the planting of replacement tree(s) identified as the bradford pear, a small deciduous type tree. Recommendation: Confirm City Council previous action for the removal of the remaining ten ficus trees along the easterly side of Yorba Street between Amaganset Way and Vandenberg Lane and authorize the replacement trees to be a 24" box size bradford pear tree in lieu of the previously designated 15 gallon size (Option 1) as recommended by the Public Works Department/Field Services. TUSTIN PRIDE GRAFFITI SUB-COMMITTEE GRAFFITI REPORT On March 21, 1994, the City Council accepted and reviewed a report prepared by the Tustin Pride Graffiti Sub-Committee. The Council directed staff to study the feasibility and financial impacts of the sub-committee recommendationS including possible assignment of responsibilities and use of outside resources and to report back to the Council. Recommendation- Review the staff's suggested assignment of responsibilities and projected financial impact associated with the recommendations of the Tustin Pride Sub,Committee and provide direction to staff on continuation, implementation, alteration or elimination from i:onsideration of' the Committee's fifteen (15) reCommendations as recommended by the Community Development Department. .- TERM LIMITS .....
