SUMMARY
City Council consideration of City co-sponsorship, along with the Orange County
Rescue Mission, of the 2015 Orange County Stand Down and Veterans Resource Expo
at the South Hangar at Tustin Legacy on October 22-25, 2015,
RECOMMENDATION
At the pleasure of the City Council.
FISCAL IMPACT
The potential fiscal impact ranges from no impact to an amount to be specified by the
City Council.
BACKGROUND
"Stand Down" is a military term referring to an opportunity to achieve a brief respite from
combat. Troops assemble in a base camp to receive new clothing, hot food, and a
relative degree of safety before returning to the front. Today more than 160
organizations across the country partner w-th local businesses, government agencies,
tribal governments, community, and faith -based service providers to hold Stand Down
events in local communities for homeless veterans and their families. They are
collaborative events, coordinated between local VA Medical Centers, other government
agencies and community-based homeless service providers.
Typically, services available at these events include temporary shelter, showers,
haircuts, meals, clothing, hygiene care kits, medical examinations, immuni.,ations, legal
advice, state identification cards, veteran benefit information, training program
information, employment services, and referral to other supportive services.

ORANGE COUNTY STAND DOWN
The Stand Down in Orange County was founded by Mrs. Deanne Tate, President of
Veterans First, which held four Stand Down events from 2011 through 2014:

In May of this year Deanne Tate resigned as chairperson of the OC Stand Down
Committee and was replaced by co-chairs Jerre Rosen (Working Wardrobes) and Jim
Palmer (OC Rescue Mission). With the new leadership the City was approached about
the possibility of having the 5th Annual OC Stand Down, along with a Veterans
Resource Expo (the "New OC Stand Down") at the South Hangar at Tustin Legacy on
October 22-25, 2015. It is being planntd to host significantly more homeless veterans
with the inclusion of a new Veterans Resource Expo open to a larger group of non-
homeless veterans. The event is currently in the planning stages and given the City
controls the facility plus the range of logistical issues that are arising, the OC Stand
Down Committee is desirous of partnering with the City on the event.

CO-SPONSORSHIP
There are a variety of options that the City Council could consider as a co-sponsor;
however, four options are listed below for consideration. Please note that the event is
still being planned and a lot of the specifics and needs of the City have yet to be
determined so the type of involvement and potential costs associated with the following
options are estimates of potential worst case:

food service approvals, utility providers/services, Option #3)
etc.)
**Results in lost hangar/permit revenue; waiver of security deposit may also result in costs
associated with repairs and/or cleaning required after the event.
