ORDER Meeting called to order at 7:33 p.m. by Mayor Sharp.

V. CERTIFICATION OF CANVASS OF GENERAL MUNICIPAL ELECTION -
REORGANIZATION OF THE COUNCIL.
1. PRESENTATION OF CERTIFICATE OF CANVASS
Clerk presented Certificate of Canvass
(Exhibit "A" of these Minutes)
2. RESOLUTION NO. 78-38
A Resolution of the City Council of the City of Tustin,
California, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN TUSTIN ON THE 7TH DAY OF MARCH, 1978,
DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS
ARE PROVIDED BY LAW.
Moved by Saltarelli, seconded by Edgar that certification
be accepted and Resolution No. 78-38 be passed and adopted.
Carried unanimously.
3. PRESENTATION TO OUTGOING COUNCILMAN EDGAR.
Mayor Sharp read and presented Proclamation to Councilman
Edgar. Also gave Mr. Edgar his Council photograph.
Councilman Edgar expressed his appreciation and stated
he is committed to serve the City in whatever capacity
that presents itself.
4. ADMINISTRATION OF OATHS OF OFFICE
City Clerk administered Oath of Office to newly elected
Council members James B. Sharp and Ursula E. Kennedy and
presented each with their Certificate of Election.
Council/members Sharp and Kennedy took their seats on
the Council.
5. ELECTION OF MAYOR
City Clerk opened nominations for Mayor.
Moved by Sharp, seconded by Saltarelli that Mr. Welsh
be nominated for Mayor. Carried.

Moved by Sharp, seconded by Schuster that nominations
be closed. Carried unanimously.
Council cast a unanimous ballot for Mr. Welsh.
Mayor Welsh opened nominations for Mayor Pro Tempore.
Moved by Saltarelli, seconded by Kennedy that Councilman
Schuster be nominated for Mayor Pro Te~ore. Carried.
Moved by Sharp~ seconded by Saltarelli that nomination
be closed. Carried unanimously.
Council cast a unanimous ballot for Mr. Schuster.
6. COMMITTEE/COMMISSION APPOINTMENTS
Mayor Welsh nominated the following representatives.
~Councilman Schuster N.O.I.S.E.
Councilman Sharp NEOCCS
Councilwoman Kennedy Santa Ana River Flood
Control
Councilwoman Kennedy Alternate to Orange County
league of Cities
All other representatives to remain the same with James
Sharp Active Alternate, and D. Saltarelli Alternate on
District i and D. Saltarelli Active Alternate and J.
Sharp Alternate on District #7.
Moved by Saltarelli, seconded by Kennedy that appointments
be approved. Carried.
VI.
ADJOURNMENT Moved by Sharp, seconded by Saltarelli that meeting be
adjourned to next regular meeting of March 20, 1978.
Carried.
