HomeMy WebLinkAbout05 MINUTES 05-02-94 MINUTES REGULAR MEETING OF THE CITY COUNCIL CITY OF TUSTIN, CALIFORNIA APRIL 19, 1994 NO. 5 5-2-94 CALL TO ORDER/PLEDGE OF ALLEGIANCE The meeting was called to order by Mayor Potts at 7:04 p.m. at the Council Chambers, 300 Centennial Way, Tustin, California. The Pledge of Allegiance was led by Councilmember Puckett. INVOCATION The Invocation was given by Associate Pastor Louise Fairweathre, Aldersgate United Methodist Church. Janet Schwartz thanked the City for the proclamation and invited the Council to the Tustin Boys and Girls Club for breakfast on April 23, 1994. Randy Westrick, Recreation Supervisor, invited the Council to participate in the volunteer clean-up activities. CITY COUNCIL MINUTES Page 2, 4-19-94 SPRING EGG HUNT APPRECIATION Mayor. Potts read and presented proclamations to Coldwell Banker, Kristy King, and Tustin High School Key Club and Keywannettes for their volunteer efforts in helping to make the Spring Egg Hunt a successful event. EAGLE SCOUTS, RICHARD BIERY AND JONATHAN COOMBS Mayor Potts read and presented proclamations to Richard Biery and Jonathan Coombs who recently achieved the rank of Eagle Scout. Jonathan Coombs explained his Eagle Scout project involved rebuilding a trail used by Santiago Middle School students. Richard Biery explained his Eagle Scout project involved rebuilding a trail on Catalina Island. PUBLIC INPUT - None CONSENT CAT.RNDAR (ITEMB i THROUGH 7) It was moved by Puckett, seconded by Saltarelli, to approve the Consent Calendar as recommended by staff. ~.Motion carried 5-0. lo APPROVAL OF MINUTES - APRIL 4, 1994 REGULAR MEETING Recommendation: Approve the City Council Minutes of April 4, 1994. · APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $628,607.12 and ratify Payroll in the amount of $31~,186.97. · REJECTION OF CLAIM NO. 94-11 - CLAIMANT, TRI STAR TOWING; DATE OF LOSS, 10/10/92; DATE FILED WITH CITY, 3/9/94 Recommendation: Reject subject claim for indemnity damages of an undetermined amount as recommended by the City Attorney. · REJECTION OF CLAIM NO. 94-12 - CLAIMANT, LEONARD NILES; DATE OF LOSS, 3/13/94; DATE FILED WITH CITY, 3/21/94 Recommendation: Reject subject claim for property damages in the amount of $240.00 as recommended by the City Attorney. · · ACCEPTANCE OF PUBLIC IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT 14295 Recommendation: Authorize the release of the following bonds for the indicated amounts: Faithful Performance Bond No. 11127147327, $402,964.98; Labor and Materials Bond No. 11127147327, $201,492.49; and Monumentation Bond No. 11127147335, $17,500.00 as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 94-41 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING ANAPPLICATION BY THE CITY OF TUSTIN TO THE STATE OFFICE OF HISTORIC PRESERVATION FOR A CERTIFIED LOCAL GOVERNMENT GRANT Recommendation: (1) Adopt Resolution No. 94-41 authorizing the CITY COUNCIL MINUTES Page 3, 4-19-94 filing of an application to the State Office of Historic Preservation for a Certified Local Government grant to be used for: the preparation of a seismic retrofit plan for the utt Juice Company Complex, and attendance at the Sacramento CLG Workshop slated for October 1994, by members of the Cultural Resources Advisory Committee and support staff; (2) Authorize the Assistant City Manager or her authorized representative as the agent for the City for the. scope of the grant project(s); and (3) Agree that all required local matching funds or in-kind services be provided by the City for the proposed project as recommended by Community Development. · PLANNING COMMISSION ACTION AGENDA - APRIL 11, 1994 Ail actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 11, 1994. RECESS - Mayor Potts recessed the meeting to the Redevelopment Agency meeting at 7:15 p.m. and reconvened the meeting at 7:15 p.m. REGULAR BUSINESS (ITEMS 8 THROUGH 9) · DECL]tRING RESULTS OF APRIL 12, ELECTION/OATHS OF OFFICE .. 1994 GENERAL MUNICIPAL It was moved by Thomas, seconded by Saltarelli, to adopt the following Resolution No. 94-40. declaring the results and other such matters as provided by law for the April 12, 1994 General Municipal Election: RESOLUTION NO. 94-40 - A RESOLUTION OF THE CITY COUNCIL OF THE-__ CITY OF TUSTIN, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON APRIL 12, 1994, DECLARING THE RESULT AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion carried 5-0,. Councilmember Pontious thanked the citizens for the opportunity to serve the City during the past four years and stated it had been a challenging and rewarding period. She pledged future support to the community; extended appreciation to her supporters; thanked staff for their professionalism; and offered best wishes to everyone in the future. Mayor Potts announced that due to a delay in their completion, plaques commemorating Councilmembers Pontious and Puckett's service on the Council would be presented to them at a future Council meeting. Councilmember Puckett thanked everyone who voted for him in the recent election. He stated the past four years had been great and thanked his supporters for allowing him the opportunity to serve the City. He commended staff and congratulated newly elected Councilmembers Mike Doyle and Tracy Worley. CITY COUNCIL MINUTES Page 4, 4-19-94 Mary Wynn, City Clerk, administered the Oaths of Office to Mike Doyle and Tracy Worley. Councilmember Worley thanked her parents and the voters for their support during the election and she promised to address the issues she raised during her campaign. She dedicated her victory to her husband, Geoff, who passed away last year. Councilmember Doyle thanked everyone who voted for him, and thanked his wife for her continued support. · SELECTION OF MAYOR AND MAYOR PRO TEM It was moved by Doyle, seconded by Worley, to nominate Mayor Pro Tem Saltarelli as Mayor. Motion carried 5-0. Mayor Saltarelli presented a plaque to former Mayor Potts for his service as Mayor from April 19, 1993 to April 19, 1994. Councilmember Potts stated that many projects had been accomplished during the past year and thanked the Council for giving him the opportunity to serve as~'Mayor for 1993-94. Mayor Saltarelli stated he was honored to accept the Office of Mayor. He expressed concern regarding the challenges that faced the City and nation and stated his intention to encourage a positive direction for the City's future. He summarized his goals including: promoting-teamwork; planning short-term and long-term goals to assist in termination of the recession; implementing financial caution because of the State's propensity to take additional money from the City in the upcoming year; maintaining a conservative short-term budget; maintaining flexible long-term planning; noted the opportunities available to the City with the future closing of Marine Corps Air Station, Tustin; to aggressively move forward with redevelopment projects; and to encourage community/staff involvement and pooling resources for effective City changes. He noted Aristotle's doctrine of the "Golden Mean" and stated that with the help of the Council,-he would continue the legacy of truthfulness left him by former Mayor Potts to instill wisdom necessary for the Council to focus on the future of Tustin. It was moved by Worley, seconded by Doyle, to nominate Councilmember Potts as Mayor Pro Tem. Motion carried 4-1, Thomas opposed. PUBLIC INPUT- None OTHER BUSINESS - None CLOSED SESSION - None CITY COUNCIL MINUTES Page 5, 4-19-94 Mayor Saltarelli adjourned the meeting at 7:39 p.m. The next regular meeting of the City Council was scheduled for Monday, May 2, 1994, 7:00 p.m., at the Council Chambers, 300 Centennial Way.
